 About the Job:

Under the direction of the Community Development Manager or their designee, employees in this classification support program oversight for the Community Housing Improvement Program (CHIP) related to federal and municipal compliance, by bringing single and multi-family housing up to codes and standards of preservation and help oversee program policy, funding, marketing, and reporting. This level is focused on daily operations for CHIP. 

Employees in this classification may be asked to support in the development and implementation of new/revised procedures, and in coordinating/executing special projects that often require specialized knowledge of the linkages between systems/operations/processes. The work is performed under supervision with the Community Development Manager and the Senior Housing Inspector, with regular opportunity to apply independent judgment, decision-making and recommendation for action. The work is reviewed through conferences, reports and by periodic audits.

ILLUSTRATIVE EXAMPLES OF WORK

  • Inspect selected low-income eligible properties for rehabilitation work related to code violations, building deficiencies and repairs needed, as well as other client concerns. Discuss funding regulations with property owners and determine project objectives.
  • Under guidance of the Senior Housing Inspector, establish scope of work for projects, by writing project specifications, including all pertinent details and relevant drawings, ensuring conformity with federal and municipal standards.
  • Identify and support the housing goals of low-income clients, assisting them to achieve their housing rehabilitation needs, as well as providing them with the information needed to make informed decisions. Provide recommendations that help achieve project goals, but also bring the structures into compliance and/or provided the appropriate measure of safety for the household.
  • Coordinate and cooperatively conduct inspections for lead based paint in housing structures. Cooperation may include outside contracted parties, such as a Lead Based Paint/hazardous material companies. Develop a plan to mitigate any lead paint or other hazardous material concerns, incorporating written explanation into the bidding documents.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • A combination of education and related experience may substitute for education requirements.
  • Associate’s Degree in related field; Bachelor’s Degree in Construction Management, Architecture, Planning, or Engineering preferred and
  • 5 years residential General Contractor, residential construction management, inspection and/or building code enforcement experience. 
  • Direct, hands-on construction experience is preferred.
  • Possession of, or ability to obtain, a valid Washington State Driver’s License.
