Position Summary
The Director of Subcontracts Management serves as PacSci EMC’s senior functional leader and subject matter expert for government subcontracting in a highly regulated aerospace and defense environment. This leader is accountable for establishing and sustaining regulatory compliance, building technical capability within the Subcontracts Management Team (SMT), and creating scalable processes, governance, systems, and operating practices that support significant business growth.
The Director will lead a transformation of the existing subcontracting function, establishing an effective training and development program, ensuring compliant customer submissions and subcontract actions, and developing a five-year strategic roadmap. The role partners closely with Legal, Compliance, Engineering, Programs, Finance, Supply Chain, and executive leadership and requires both direct people leadership and influence across functions.
Key Responsibilities – Government Contracting Compliance & Governance
- Serve as the senior subject matter expert for FAR, DFARS, CPSR expectations, applicable U.S. Government acquisition requirements, export controls (ITAR/EAR), flow-down provisions, and subcontracting compliance.
- Design and sustain governance, standard work, policies, templates, documentation controls, and oversight mechanisms to ensure compliant subcontract actions and customer submissions.
- Lead organizational readiness for CPSR, DCMA/DCAA and other government reviews; coordinate responses, corrective actions, and continuous audit readiness with Legal and Compliance.
- Advise leadership on regulatory developments, compliance exposure, contractual risk, and appropriate mitigation strategies.
Organizational Leadership, Training & Transformation
- Lead, coach, develop, and manage the SMT, including multi-level team leadership, succession planning, performance management, and organizational design.
- Assess technical capability gaps and implement comprehensive training in FAR/DFARS, subcontract lifecycle management, negotiation, cost/price analysis, risk management, systems, and compliance.
- Lead organizational change, process standardization, and capability development in a rapidly scaling environment; build collaborative relationships and influence stakeholders without direct authority.
- Create and execute a five-year strategic roadmap to increase subcontracting capability, operating maturity, and capacity while supporting growth without proportionate staffing increases.
Subcontract Lifecycle & Financial Performance
- Oversee the full lifecycle of complex, high-risk and high-value subcontracts, including solicitations, source selection, negotiation, award, administration, supplier performance, and closeout.
- Direct cost/price analysis, negotiation strategy, supplier risk management, claims and dispute resolution in partnership with Legal.
- Ensure supplier performance against cost, schedule, quality, technical, contractual, and regulatory requirements.
- Support capture, proposal, and program strategies with Business Development, Engineering, Program Management, Finance, and other stakeholders.
- Develop compliant small and disadvantaged business engagement strategies aligned with applicable requirements.
Process Modernization & Technology
- Lead implementation of scalable digital workflows, standardized templates, contract analytics, and appropriate automation or AI-enabled tools within security, IT, data governance, and export-control requirements.
- Own the SMT’s systems and data practices, partnering on ERP/MRP integrations and improvements to data integrity, visibility, cycle time, and decision-making.
- Apply continuous improvement principles to increase organizational effectiveness and support growth.
Required Qualifications
- Extensive progressive experience in U.S. Government subcontract management, with demonstrated depth in FAR/DFARS, government acquisition compliance, complex subcontract administration, and regulatory governance. Ten or more years preferred; candidates with fewer years and exceptional relevant expertise may be considered.
- At least five years of leadership experience managing multi-level teams, with demonstrated success in organizational transformation, scaling, change management, and process standardization.
- Strong working knowledge of CPSR expectations and DCMA/DCAA oversight, including audit readiness and compliant documentation.
- Demonstrated proficiency in cost/price analysis, negotiation, complex subcontract awards, supplier risk management, and financial accountability.
- Collaborative leadership style with demonstrated ability to coach and develop teams and influence cross-functional partners.
- Bachelor’s degree in business, supply chain, engineering, or another field, supported by relevant government subcontracting expertise.
- Experience with continuous improvement practices and modern ERP/MRP systems; proficiency with Microsoft Office.
Preferred Qualifications
- Experience personally leading CPSR reviews, government audits, or related corrective-action programs.
- Experience in aerospace and defense primes, major subcontractors, or relevant government agencies; directly applicable government contracting experience from adjacent regulated environments also considered.
- Experience leading digital procurement or subcontracting technology transformation, automation, and responsible AI-enabled workflow adoption.
- Experience with Oracle, SAP, or a comparable enterprise ERP platform.
- MBA, PMP, CPSM, CPCM, NCMA credentials, and/or Lean or Six Sigma certification.
- Active or prior security clearance (not required).
