Under the direction of the Tribal Employment Rights Ordinance (TERO) Director, this position has the general authority to implement and enforce the TERO Ordinance, and all supplementary ordinances, rules, regulations and/or guidelines promulgated by the Yurok Tribe. Work closely with contractors, other tribal departments, and non-tribal organizations to meet the mandates of TERO. Will also assist in conducting and scheduling training programs to enhance the skills of tribal members. Assists in maintaining database of potential applicants and contractors of TERO.1. Performs compliance reviews on the job sites to verify that all prime contractors, subcontractors, and suppliers are duly permitted by the TERO office of the Yurok Tribe and are adhering to their Compliance Plan that was agreed to and approved between themselves and the TERO Director.
2. Complete the required written compliance reports on forms provided by the TERO Office which are to be completed and approved by the TERO Director.
3. Monitors hiring of personnel to ensure compliance with TERO.
4. Certifies Indian preference for contractors and/or applicants.
5. Investigate and review-at the direction of the TERO Director-complaints on non-compliance with the TERO Ordinance of the Yurok Tribe with such covered employers alleged to be in non-compliance and/or violation.
6. Assist the TERO Director in monitoring all the construction activities on or near the Yurok Tribe Reservation to ensure Indian Preference and fair employment practices are being afforded to the Indians living on, or near, the Yurok Tribe Reservation.
7. Provides the work force with a TERO contact with the covered employers and the prospective employees, to take whatever recourse is necessary to ensure fair treatment of the Indian referral for work.
8. Maintains skills bank and identifies potential individuals skills/experience and general qualifications. Also develop and implement application procedures.
9. Seeks, schedules, and conducts training for TERO-targeted beneficiaries.
10. Shall be the impartial investigating agent responsible for investigating, researching, reporting, and documenting any information required within the set timeframes. Gathers, tabulates, and analyzes factual data for investigations.
11. Attend TERO hearings.
12. Aids individuals regarding filing of complaints.
13. Write, develop, and type letters, budgets, proposals, brochures, reports, and other items as may be required.
14. Works directly with the TERO Director to maintain a positive relationship with the tribal offices, state and federal agencies, and others with cooperative effort to provide the TERO services in the best interest of the people of the Yurok Tribe.
15. Attend staff meetings as directed by the TERO Director
16. Travel to and from project job sites; attend meetings and/or training workshops.
17. Performs other related duties as assigned.EDUCATION/EXPERIENCE:
1. G7: Highschool diploma or GED with five years of job specified experience.
2. G8: Bachelor’s degree in related field with one year of job specified experience.
3. Employees must be willing to acquire any special certifications or attend any training that is determined to be relevant or become required of the position in the future.
4. Candidates with equivalent combinations of education, training and experience will be considered.

MINIMUM QUALIFICATIONS:

1. Must be computer literate, proficient in Microsoft Office, and familiar with other MS Office applications.
2. Must be able to communicate effectively in both written and verbal forms.
3. Experience in public speaking.
4. Must have ability and willingness to learn and be assertive.
5. Must understand policies and the application to situations that may arise.
6. Must be knowledgeable of the Tribal Employment Rights Ordinance, Yurok Tribe administrative techniques and methodology.
7. Must be able to read and prepare budgets.
8. At least two years’ general work experience within a TERO office.
9. Knowledgeable of Yurok Tribe Reservation and communities.
10. Recognition that in order to serve Yurok People one must know as much as possible about Yurok history, culture and values.SUPERVISORY RESPONSIBILITIES:
This position does not have supervisory responsibilities.

4. Valid state issued driver’s license and/or the ability to obtain a California driver’s license. Must be insurable on the Tribe’s insurance policy.
5. Must pass a background investigation and fingerprint clearance.
6. Position could require travel and occasional work outside of regular work schedule.
