Description
This is administrative and professional work of considerable variety and complexity including processing and issuing permits, contractor registrations, public records requests and development proposals and general administrative tasks in the office such as maintaining customer forms and information for the counter and contractor information. Conducts independent research and writes professional and accurate reports, as needed. Work requires interaction with the public. Work is performed under the general supervision of the Planning Manager.
- Provides the public with information retained by the Department and responds to requests for information such as the zoning of the property, the status of a permit, information contained within a file or a copy of an adopted code.
- Responsible for ensuring departmental applications are completed to City standards.
- Responsible for issuance of building permits including mechanical, electrical, plumbing, and other permit types as assigned.
- Responsible for daily accounting and transmittal of funds collected for the Planning and Building Department to the Finance Department.
- Responsible for new and existing contractor registrations.
- Assists the Permits Coordinator in the processing of development proposals through the permitting process. Provides backup support for the Permits Coordinator and the other division staff related to coordinating required information and issuing building permits.
- Reviews development proposals and permit applications for completeness and compliance with established application submittal procedures to assist the Permits Coordinator.
- Promptly and courteously answers phones and routes incoming calls to the correct staff member.
- Functions as the main contact for customers at the front counter by promptly and courteously helping customers and addressing the customers’ needs. Provides initial and continual contact with the general public seeking information relating to development review and permitting for tasks assigned by the Permits Coordinator. Assists the public via telephone contact, email, or other means and at the counter; responds to inquiries regarding permitting processes, fees, and the status of permit applications. Confers with applicants to facilitate the development review or permitting process and disseminate information.
- Contacts applicants when the review has been completed and the required permits are ready to be issued or when problems arise in the review process requiring the applicant to submit additional information or applications.
- Assists the Permits Coordinator to input data and administer computer software for development review and permitting using established permitting software program(s).
- Calculates and collects development application fees and ensures appropriate fees are paid in advance of approval and permitting work for permitting tasks assigned by the Permits Coordinator.
- Assists in maintaining and updating files as necessary. Assembles and summarizes information from files and documents in the office or other available sources as assigned.
- Assists the Administrative Coordinator with public records requests and lien searches. Acts as the Administrative Coordinator in their absence, assists with tree removal permits in the Code Enforcement Administrator’s absence, and provides related customer service.
- Performs other duties as assigned.
High school diploma required, additional college course work or degree in planning or related field, preferred. Three years of experience in planning, permitting, construction, or a related field, preferred. Public sector experience preferred. Must be proficient in use of personal computers and related computer software programs.
Driver's License Requirement: Valid Florida Driver's License Classification: E.
The physical demands representative of those that must be met to perform the essential functions of this job. This position is mostly sedentary, but does require standing, walking, bending, and kneeling occasionally and frequent use of hands to operate computer including keyboard and mouse and perform filing duties. The employee is regularly required to communicate and exchange information courteously, effectively, and promptly with the public, developers, contractors, and City staff. This position requires the ability to occasionally lift and move files and office supplies up to 20 pounds.
