Who We Are & What You’ll Do

The Department of Transportation and Infrastructure (DOTI), through its employees, enhances the quality of life in Denver by efficiently delivering effective, high quality, safe and equitable public infrastructure, and services. For more information, please visit the DOTI website.

DOTI’s Commitment to Equity:

  • DOTI is committed to providing attention and resources to the areas, assets and people of the city with the greatest need.  Through equitable contracting, equitable investments, and equitable workforce development.
  • DOTI’s culture revolves around four key principles: (1) Invest in Our People, (2) Operate with Discipline, (3) Use Data to Drive Decisions, and (4) Deliver Results.

The Right‑of‑Way Services (ROWS) division within DOTI is seeking a full‑time Engineer to join our Engineering Plan Review (EPR) Transportation team. If you're looking for a role where your engineering expertise directly contributes to how a major city grows and functions, this is an opportunity to make a meaningful impact.

In this position, you'll help guide private development, capital improvement, utility, and land‑use projects to ensure they meet City, State, and Federal transportation standards. Your work will support the development of safe, efficient, and sustainable streets and public spaces across Denver.

As a member of the EPR Transportation team, you’ll collaborate with a wide range of internal and external partners—including designers, developers, utilities, contractors, and City staff—to help coordinate the many projects occurring within the public right‑of‑way (ROW). Our team regularly works on some of the most complex and varied challenges within DOTI, providing opportunities to engage with unique engineering problems and contribute to solutions that enhance Denver’s multimodal transportation network.

Specifically, as the ROWS EPR Transportation Team Engineer, you will:

  • Apply City and DOTI rules, standards, and policies in the review of engineering and architectural plans, specifications, design calculations, and technical reports.
  • Review private land development projects, capital improvement and utility projects, privately owned encroachment permits, right‑of‑way vacations, easement relinquishments, and wireless small‑cell (5G) site applications.
  • Ensure compliance and identify potential conflicts within the public ROW, including performing engineering calculations to verify adherence to applicable codes and standards.
  • Provide technical engineering judgment and guidance to DOTI and other City departments and agencies.
  • Collaborate with internal and external stakeholders, including design consultants, contractors, utility providers, City departments, elected officials, and intergovernmental organizations.
  • Meet regularly with applicants, project managers, contractors, City staff, and members of the public regarding transportation infrastructure development.
  • Keep stakeholders informed throughout each stage of project review and provide responsive, timely follow‑up.
  • Provide technical and process guidance, facilitate clear communication regarding regulatory requirements, minimize permitting and construction conflicts, and partner with engineers and permit review technicians to deliver exceptional customer service.
  • Perform occasional field reviews to verify compliance with approved plans, permits, and applicable regulations.
  • Research, develop, and recommend policies, procedures, rules, regulations, guidelines, interagency agreements, standards, and engineering details that support DOTI’s regulatory objectives.
  • Populate project status and tracking information in the Accela database system.
  • Collaborate to advance division and department goals.
  • Foster a collaborative mindset, curiosity, and a commitment to public service—including openness to learning, receptiveness to feedback, thoughtful problem‑solving, and the ability to build productive working relationships with colleagues, applicants, and partner agencies.

What You’ll Bring

We value diversity of ethnicity, race, socioeconomic status, sexual identity, gender, religion, language, ability, and experience and exemplify this through the makeup of our team at all levels. You'll be right at home here if you cultivate strong relationships and push yourself, your work, the people around you and Denver to the next level.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Knowledge of transportation and utility engineering principles and construction practices, including experience in the design, review, and/or inspection of transportation, roadway, and utility plans.
  • Experience with multimodal transportation planning, roadway design, standard specifications and details, and preparation of technical reports.
  • A passion for delivering exceptional customer service and adding value to the city, DOTI.
  • Strong analytical, data reporting, verbal communication, and technical writing skills.
  • Proficiency with Microsoft Teams, Outlook, Microsoft 365 applications, Adobe Acrobat, Bluebeam Revu, SharePoint, Word, and Excel.

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in Engineering.
  • Experience Requirement: Four (4) years experience as an entry level Engineer.
  • Education/Experience Equivalency: No substitution of experience for education is permitted. Additional appropriate education may be substituted for experience requirements.
  • License/Certifications: Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application. Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation. Licenses and certifications must be kept current as a condition of employment.
