POSITION OVERVIEW
Heartline Staffing is seeking an experienced DASNY Program Manager for Willdan Energy Solutions to lead public-sector construction projects administered by the Dormitory Authority of the State of New York (DASNY) throughout New York City and the Greater NYC region. Reporting directly to the Vice President of Construction, this senior leadership role oversees the complete project lifecycle from planning and design through final closeout while providing leadership to Construction Managers, Project Managers, Project Engineers, Inspectors, and field personnel.

The DASNY Program Manager serves as the primary liaison with DASNY representatives, ensuring projects remain on schedule, within budget, compliant with safety regulations, and aligned with project objectives. This position requires proven public-sector construction management experience and prior direct DASNY project experience.

• Lead multiple DASNY-administered construction projects from planning through final closeout.
• Direct Construction Managers, Project Managers, Project Engineers, Inspectors, and field personnel.
• Manage project staffing plans and balance workloads across multiple active projects.
• Oversee design development, constructability reviews, estimating, budgeting, scheduling, payment applications, and change orders.
• Maintain an active field presence to monitor contractor performance, quality, schedule, and job-site safety.
• Ensure compliance with DASNY standards, OSHA regulations, applicable building codes, and contract requirements.
• Serve as the primary point of contact for DASNY representatives and project stakeholders.
• Identify project risks early and implement mitigation strategies to minimize schedule and budget impacts.
• Support contractor prequalification, procurement activities, bid evaluations, and award recommendations.
• Maintain strict quality assurance and quality control standards throughout every phase of construction.

COMPENSATION
• $130,000-$150,000 Annual Salary

SCHEDULE
• Full-time position
• On-site throughout New York City and the Greater NYC Region
• Field, office, and remote responsibilities based on project needs

Requirements

JOB REQUIREMENTS

• Bachelor's degree in Construction Management, Engineering, Architecture, or a related field REQUIRED
• 5-8 years of progressive construction management experience on public-sector or institutional construction projects REQUIRED
• Prior DASNY project experience REQUIRED
• Experience leading multiple concurrent construction projects from planning through closeout REQUIRED
• Experience supervising Construction Managers, Project Managers, Project Engineers, Inspectors, and multidisciplinary project teams REQUIRED
• Experience managing construction budgets, cost estimating, scheduling, payment applications, and change orders REQUIRED
• Experience conducting constructability reviews and overseeing design development REQUIRED
• Working knowledge of MEP systems, HVAC upgrades, energy infrastructure, and building renovations REQUIRED
• Knowledge of DASNY construction standards, OSHA regulations, and applicable building codes REQUIRED
• OSHA Site Safety Training certification or ability to obtain immediately REQUIRED
• Strong client relationship management and stakeholder communication skills REQUIRED
• Experience identifying construction risks and implementing mitigation strategies REQUIRED
• Experience supporting contractor prequalification, procurement, bid evaluations, and award recommendations REQUIRED
• Ability to travel throughout the Greater New York City region REQUIRED
• Valid driver's license REQUIRED

Preferred

• Proven leadership directing multidisciplinary construction management teams preferred
• Extensive knowledge of DASNY documentation, reporting requirements, and administrative procedures preferred
