Description
POSITION SUMMARY:
Manages accounts payable for the Tribe and all Tribal component units. Monitors and pay invoices on contracts for construction, consultants and services provided. Pay bills, reconcile statements to invoices, and investigate any differences. Maintain records of all payable transactions. Work closely with the Purchasing Bookkeeper, act as backup when necessary.
DUTIES AND RESPONSIBILITIES:
1. Manage accounts payable and make sure all bills are paid on time, but not before they are due. Pay Monthly General Assistance and TANF in accordance with Yurok Social Services policies.
2. Maintain cost allocations and code each invoice with the appropriate cost code.
3. Prepare travel advances for tribal staff, Council members and tribal component units after ensuring they are complete.
4. Foot and cross foot each invoice prior to payment. Insures there is evidence of receipt of merchandise and a purchase order attached to the invoice when required.
5. Reconcile the monthly vendor and credit card statements to invoices, investigate and resolve differences.
6. Review contracts to ensure tribal policies are followed including TERO Ordinance. Maintain balances for all contracts.
7. Reconcile vendor accounts at year end. Prepare Form 1099 and distribute it to businesses and to tax authorities.
8. Pay confidential documents such as wage garnishments and salary advances.
9. Reconcile Accounts Payable monthly and compare balance to the G.L., prepare monthly reports as requested.
10. Maintain an effective working relationship with employees, vendors, tribal members and fiscal bookkeepers.
11. Assist with annual audit as requested.
12. Must always maintain confidentiality.
13. Performs other related duties as assigned.
EDUCATION/EXPERIENCE:
1. G7: Bachelor’s degree in related field with one year job specified experience.
2. G8: Bachelor’s degree in related field with two years job specified experience.
3. G9: Bachelor's degree in related field with three years job specified experience.
4. Employees must be willing to acquire any special certifications or attend any training that is determined to be relevant or become required of the position in the future.
5. Candidates with equivalent combinations of education, training and experience will be considered.
MINIMUM QUALIFICATIONS:
1. Must be familiar with Microsoft Office and proficient in Excel.
2. Must pass AP Bookkeeper and Excel tests with a score of 75% or higher.
3. Must be familiar with computerized accounting software.
4. Must be able to pass a typing test with at least 40 words per minute.
5. Must be able to operate a ten key adding machine and pass a test with 70% or higher.
6. Must have the ability to communicate effectively with staff and the public, using tact and discretion.
7. Recognition that in order to serve Yurok People one must know as much as possible about Yurok history, culture and values.
SUPERVISORY RESPONSIBILITIES:
This position does not have supervisory responsibilities.

WORK ENVIRONMENT:
The work environment temperature can fluctuate between 40-90 degrees Fahrenheit due to open doors and windows. The job will require inside and outside activities. There are many distractions, and the noise level can escalate.
LANGUAGE SKILLS:
Must have the ability to read, write and comprehend simple instructions, short correspondence, and memos. With ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Knowledge of Yurok language is preferred but not required.
REASONING ABILITY:
Apply common sense understanding to carry out instructions furnished in written, oral and/or diagram form. With ability to deal with problems involving several concrete variables in standardized situations.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is frequently required to walk, stand, use hands and fingers, handle, or feel. Employee will have prolonged periods of standing or sitting and constant movement. The employee must lift and/or move up to 50 pounds often.
VISION REQUIREMENTS:
1. Close vision (clear vision at 20 inches or less).
2. Color vision (ability to identify and distinguish colors).
3. Depth perception (three-dimensional vision, ability to judge distances and spatial relationships).
