*This position is being offered as a promotional only opportunity. Applicants must be current full-time employees who have been with the district for 6 months or more, and in satisfactory standing.*

Selection Procedure
Applications will be screened, and those candidates whose backgrounds best match the requirements of the position will be invited to participate in a competitive examination process, which may include any combination of the following: Training & Experience evaluation (T&E), multiple-choice question test, job-related performance exercise, and technical/ oral appraisal interview. Examination procedures are subject to change as deemed necessary by the Director of the Personnel Commission.
Candidates who pass all of the examination processes are ranked on an eligibility list according to their score(s). Selection for the position will be made from among the top three (3) ranks of candidates.  The eligibility list will be used for hiring purposes in other vacancies in the same, or equivalent,  job classification and will be active for six (6) months (Merit Rule 50.100.1).


BASIC FUNCTION:  
 
Under the direction of the Director of Transportation, assist the Director in planning and organizing the operations of the Transportation Department; oversee systems utilization, training and implementation; supervise and evaluate the performance of assigned personnel.

 
REPRESENTATIVE DUTIES:
  1. Assist the Director in overseeing the day-to-day operations of the Transportation Department ensuring implementation of program objectives, department standards, and the strategic plan; respond to a variety of issues such as absent drivers, equipment malfunctions, student issues, and related matters; assume responsibility for Transportation Operations in the absence of the Director. E
     
  2. Oversee, support, and maintain computer programs that assist the Department in areas such as employee payroll, bus route scheduling, and bus pass processing; troubleshoot and resolve issues as needed; oversee information transfer between related databases; provide training to staff regarding department related computer applications. E
     
  3. Communicate with other administrators, District personnel, parents and outside organizations to exchange information, resolve issues or concerns, and coordinate activities. E
     
  4. Plan for future developments within the Department including the development of the bus replacement program, office reorganization, analysis of alternative bell schedules, and the future growth of the District in areas related to transportation. E
     
  5. Review proposed boundary changes and estimate number of buses required under alternative proposals. E
     
  6. Supervise and evaluate the performance of assigned staff and recommend personnel actions; interview, select and train employees; address complaints and resolve issues. E
     
  7. Stay abreast of best practices, laws, regulations, policies and emerging technologies related to school; assure compliance with departmental procedures, District policies, State regulations and other laws, rules, and regulations related to transportation of students. E
     
  8. Oversee the development of routes in appropriate routing system; reorganize bus routes as appropriate. E
     
  9. Assist in the preparation of the Department's budget and monitoring of expenditures. E
     
  10. Develop the District's multi-tiered bell schedule. E
     
  11. Oversee and promote systematic, efficient, automated reporting of data; analyze data and prepare and maintain a variety of records and reports related to transportation activities, staff and operations. E
     
  12. Oversee and direct the processing, distribution, and collection of bus pass applications; oversee the income verification process in accordance with District policy. E
     
  13. Plan, develop and conduct ongoing needs assessment of departmental training; oversee safety and training program. E
     
  14. Operate a computer, printer and other office equipment as assigned. E
     
  15. Participate in ongoing training and staff development.
     
  16. Perform related duties as assigned.

 EDUCATION AND EXPERIENCE:
 
Bachelor's degree in business administration or related field and five years increasingly responsible experience in pupil transportation including scheduling and coordination of responsibilities including three years in a supervisory capacity.  Additional years of experience or education may be substituted to meet the minimum qualifications. Experience in school district transportation operations is preferred.

 
LICENSES AND OTHER REQUIREMENTS:
 
Valid California driver's license.

Direct the maintenance of records and reports related to assigned operations and activities.

Prepare and maintain a variety of computerized records and reports.

In accordance with Personnel Commission Rules and Regulations of Classified Service # 70.200.1, new employees to Poway Unified School District will be placed at Step 1 of the official salary range designated for the position.  Any variances in initial placement are addressed in, and shall be carried out in agreement with, this rule.
