Description
Performs professional and administrative work involving city-wide payroll operations, ensuring the timely and accurate delivery of payroll. Administers Kronos time and attendance system, provides accounting support, maintains payroll related accounts and reports, and submits required information to pension programs and agencies. This position meets the definition of a confidential employee and participates as a member of the City negotiating team for collective bargaining units. Works closely under the direction and supervision of the Comptroller, but substantial leeway is granted for the exercise of independent judgment. While the work does not involve supervision over the work of other employees, establishing and maintaining close cooperative working relationships with other City employees and supervisory personnel in all City departments and divisions is required.
- Kronos Time and Attendance administrator;
- Prepares bi-weekly payroll for all City departments using web-based payroll and time and attendance applications, ensuring the accuracy and delivery of payroll payments;
- Creates and maintains new hire profiles in payroll and Kronos;
- Reviews all employee payroll timesheets for accuracy;
- Processes general wage increases in accordance with union contracts and city ordinances;
- Calculates retroactive pays;
- Enters and updates payroll deductions;
- Reconciles and balances payroll deductions;
- Complies with court orders, IRS levies, garnishments and related instructions;
- Completes employment verifications;
- Reports pension earnings monthly for PERS and Police and Fire Pensions;
- Processes payments of employee deductions to various vendors;
- Researches and completes all paperwork required by pension systems for new employees, retirees and any other information requested;
- Participates as a member of the City negotiating team for collective bargaining units;
- Enters and updates direct deposit information;
- Copies, faxes, files and mails financial and statistical reports and related information;
- Attends meetings, conferences and workshops as requested and authorized;
- Performs related work as required.
- Thorough knowledge of payroll practices;
- Thorough knowledge of policies, procedures, and operations of the department;
- Thorough knowledge of office procedures and equipment;
- Knowledge of general accounting theory, principle and practice;
- Ability to create basic spreadsheets and reports;
- Ability to maintain financial records and files;
- Ability to accurately count/handle cash and record cash and credit card transactions;
- Ability to type and make computer entries at a reasonable rate of speed;
- Ability to handle a variety of administrative support tasks under the pressure of fixed time deadlines;
- Ability to perform work with speed, accuracy and attention to detail;
- Ability to make decisions in accordance with established policies and procedures;
- Ability to understand and follow oral and/or written policies, procedures and instructions;
- Ability to establish and maintain effective working relationships with other City employees, supervisory personnel and the general public;
- Ability to communicate well with others, both written and verbal;
- Ability to handle confidential and/or financial information with discretion;
- Ability to use standard word processing, spreadsheets and database applications,;
- Ability to quickly learn and use new skills and knowledge brought about by rapidly changing information and/or technology.
- Graduation from high school or possession of a GED (will be verified for finalists); and
- Experience with payroll systems and payroll reporting.
- Associate degree in accounting or closely related field.
- Kronos Time and Attendance experience.
