As Shamal Holding continues to grow, we’re in search of an Associate Director – Commercial. In this role you will be accountable for leading the commercial management function within the Development team, driving financial control, governance, and risk management across all post-contract activities. The role ensures compliance with internal policies and procedures, proactively identify and mitigate commercial risks and deliver optimised outcomes across Shamal's development portfolio.
Responsibilities
- Accountable for defining and driving the provisional sums packaging strategy, setting the commercial framework for scope boundaries, packaging logic, and pricing across all PS packages.
- Provide strategic leadership across the full PS procurement lifecycle — from scope definition and packaging through to commercial evaluation and award — delivering competitive outcomes within approved project budgets.
- Own the scope boundary register, establishing clear delineation between main contract works and PS packages and holding accountability for the responsibilities and interface matrix between the main contractor and PS subcontractors to eliminate contractual gaps and overlaps.
- Hold overall accountability for post-contract commercial management across all trade packages, setting governance standards and ensuring the function operates with discipline, accuracy, and full alignment to development objectives.
- Lead, develop, and performance-manage the Cost Management team, cultivating a high-standard commercial culture and driving consistency and excellence across all team outputs.
- Exercise senior commercial judgement in the assessment, negotiation, and finalisation of all variations and change requests, ensuring changes are rigorously justified, accurately valued, and escalated through appropriate approval frameworks.
- Hold accountability for project cash flow forecasting, ensuring projections are robust, regularly stress-tested, and fully integrated into Finance and Delivery reporting at all times.
- Set the standard for monthly commercial reporting, ensuring cost reports, budget versus actual analysis, forecast updates, risk registers, and executive inputs are delivered with accuracy, insight, and timeliness.
- Drive financial control discipline across the project, providing senior oversight of committed, forecasted, and actual costs and intervening decisively where material variances or risks emerge.
- Ensure the integrity and auditability of all commercial records and cost data, maintaining full compliance with internal policy, governance requirements, and audit standards.
- Serve as the senior commercial risk authority on the project, proactively surfacing cost escalations, deviations, and contractual exposures and delivering structured mitigation strategies and recommendations to leadership.
- Provide final commercial review and sign-off on payment applications, ensuring contractual compliance and accuracy prior to submission for internal approval.
Qualifications
- Bachelor’s degree in Quantity Surveying, Engineering or any construction related accreditation
- Preferred: Chartered Quantity Surveyor (MRICS) preferable but not essential.
- 8+ years of experience in commercial management in the construction industry.
