VOTE CENTER SUPERVISOR/ ELECTION SECTION SUPERVISOR (Extra Help) 


Orange County Registrar of Voters (ROV) will begin accepting applications for the Vote Center Supervisor/ Election Section Supervisor (Extra Help) position on Friday, August 21, 2026, this recruitment will be posted for a minimum of five (5) business days and will remain open on a continuous basis until the needs of the Agency are met. Qualified applicants are encouraged to apply immediately. The first review of applications will be done on or about Wednesday, August 26, 2026.

These are Extra Help temporary/seasonal positions (these are NOT permanent positions). These positions will often require overtime, both in the evenings and on weekends.


REGISTRAR OF VOTERS

The Registrar of Voters, a nationally recognized and award-winning agency, is responsible for conducting elections, verifying petitions and maintaining voter records in the County of Orange, the fifth largest voting jurisdiction in the United States with 1.9 million active registered voters. The department receives funding from the County's General Fund and periodic reimbursement from the federal government, the State of California and local jurisdictions. The Registrar of Voters' staff includes 54 full-time employees, and numerous extra help employees who support various election related positions representing the broad spectrum of Orange County's population. The department is responsible for all components of election management.

THE OPPORTUNITY

The Vote Center Supervisor/Election Section Supervisor (Extra Help) position will be assigned to supervise various Vote Centers throughout the County for the November 2026 General Election. This recruitment may also be used to fill other positions within the agency in lower classifications as needed. These temporary positions will be for the period of Monday, October 19, 2026, through Wednesday, November 4, 2026 (including weekends). In addition, incumbents selected for this position must complete 3 days of paid training prior to the scheduled start date. Please note, these dates are subject to change based on the needs of the agency. This position will require a flexible schedule, and the candidate must be able to work overtime including early mornings, late evenings and weekends to meet the needs of the department. In addition, job duties in this position will include: 


  • Supervising Vote Center employees
  • Providing field support at multiple Vote Centers  
  • Assisting with technical support of voting equipment
  • Ensuring procedures are followed
  • Reporting issues and conflicts to manager
  • Providing leadership to Vote Center employees
  • Providing necessary guidance and coaching to Vote Center employees
  • Maintaining field reports and completing election summaries
  • High attention to detail
  • Ability to communicate effectively with various individuals and groups
  • Demonstrating strong organizational skills and good time management while completing heavy workloads and meeting tight deadlines
  • Ability to speak and read English  
  • Other election-related tasks as assigned

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES 

In addition to the duties listed in this bulletin, in compliance with Election Code Section 4005 (a)(6)(A) – All employees hired for election support must be a registered voter in the State of California at the time of hire. Along with this requirement, the ideal candidate will possess experience with the following: Ability to work with a wide variety of ages, ethnic groups and skill levels, be able to provide clear and concise instructions and deal courteously with the public, have effective verbal communication skills and strong customer service experience, be a self-motivator with a positive attitude that is able to motivate others, and have the ability to work in a high stress environment.  In addition, the ideal candidate will also possess the abilities and experience:

  • Bilingual skills in the following languages: Spanish, Vietnamese, Korean, Chinese, Japanese, Gujarati, Hindi, Tagalog and Farsi (Persian) are a plus but not required

Technical Knowledge | Office Experience

  • To utilize Windows, Microsoft Word, Excel, Outlook, Access, and PowerPoint.
  • To maintain and manage pertinent information by creating documents, spreadsheets, and other related documents
  • To be proficient in current computer systems and programs as well as modern office practices and procedures and the operation of equipment

NOTE: Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Evaluation Services (N.A.C.E.S.).

SPECIAL REQUIREMENTS

All candidates considered for this position will be required to successfully pass a background check consisting of employment history, professional references, and criminal check. Possession of a valid California drivers’ license, Class C, and a clean driving record while employed in this classification might be required by the date of appointment. A driving records check consisting of a Department of Motor Vehicles (DMV) check will be conducted to verify the clean driving record. 


RECRUITMENT PROCESS

The Registrar of Voters Administrative Services Department will screen all application materials to identify qualified candidates. After screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the competition.

Applications and supplemental responses will be screened for qualifications that are highly desirable and most needed to successfully perform the duties of this job. Only those applicants that meet the qualifications as listed in the job bulletin will be referred to the next step.
 

Online Assessment (Un-proctored, Weighted 100%) 
Applicants who meet desirable qualifications will be invited to participate in one or more job-related assessments. Applicants will be notified of their test date and access code, if applicable. Only the most qualified candidates will move forward to the next step in the recruitment process or will be placed on the eligible list.


Training and Experience Evaluation (Weighted 100%):

As part of the selection process, applicants must submit a thorough application, responses to supplemental questions and any other requested documents, (e.g., licensures, transcripts, etc.) describing their specific work experience as it relates to this opportunity.  All attached materials in conjunction with the applicant's application, will be evaluated for:

  • Content, relevance, and alignment with minimum and desirable qualifications
  • Writing skills, including grammar, structure, and clarity
  • Depth of knowledge in all functional areas and core competencies (backed up by details listed on the application)

Only the most successful candidates will move forward to the next step in the recruitment process or will be placed on the eligible list. 

Eligible List
Once all assessments have been completed, the Registrar of Voters Administrative Services Department will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future extra help vacancies.

Based on the Department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.
