Colorado Veterans Community Living Center at Homelake

The Veterans Community Living Centers (VCLC) at Homelake offers holistic skilled nursing care/domiciliary care for veterans, surviving spouses, and Gold Star parents, who need short-term rehabilitation, respite or long-term care. The facility focuses on providing individualized, respectful care in a safe and comfortable environment. The VCLCs identify and address residents’ diverse needs from admissions, transfers and discharges, including social, emotional, psychological, and medical assistance. It advocates for residents, removes barriers, coordinates services, and addresses concerns. The unit also facilitates interactions between residents, families, staff, and external resources and ensures proper documentation for reimbursements.

The Nursing Home Administrator position exists to assume overall responsibility for the successful operation of the facility by directly supervising all facility departments and department managers. The Nursing Home Administrator ensures that all facility practices and procedures comply with regulations set by the Colorado Department of Public Health and Environment (CDPHE), the Colorado Department of Health Care Policy and Financing (Medicaid), the Federal Centers for Medicare and Medicaid Services (CMS), the U.S. Department of Veterans Affairs (VA), the Colorado Department of Human Services (CDHS), and any other relevant federal or state regulatory agencies.

The Nursing Home Administrator will accomplish this by:
  • Providing vision, direction, and leadership for the home, utilizing input from all stakeholders (e.g., residents and staff, commission members, or other community members).
  • Implementing a Quality Assurance and Performance Improvement (QAPI) program and measuring its effectiveness.
  • Ensuring census development is adequate to meet fiscal expenditures.
  • Ensuring that financial operations are carried out to achieve fiscal viability and solvency
  • Developing and maintaining an organizational culture congruent with the principles of the Colorado Department of Human Services and VCLC policies, processes, or procedures. 
  • Performing other duties as required or assigned
Additionally, this position plays a key role as part of the Division of Veteran Community Living Centers management team, contributing to financial solvency, regulatory compliance, contractual service development, and client quality-of-life initiatives.

Job duties of the Nursing Home Administrator include:

  • Department and Supervision: Directly supervises all department managers and serves as the final signature authority for the selection, development, correction, and disciplinary processes for approximately 73 total staff
  • Leadership & Strategic Planning: Chairs department head meetings and conducts strategic planning to develop and implement long- and short-term training, recruitment, retention, and census goals
  • Ensures that resident care/services are provided by staff that meets regulatory standards, facility process policies or procedures,  and person-directed philosophies
  • Works with the Director of Nursing and other staffing positions to maintain appropriate staffing consistent with regulatory requirements, acuity as well as partnership agreements
  • Ensures the facility is financially solvent at all times through financial reviews of accounts receivable, Medicaid pending, accounts payable, and invoicing, as well as profit and loss reviews
  • Meets with staff frequently and as needed to financials, spend downs, expenditures, contracts, and timekeeping issues affecting the department and facility
  • Attends/chairs the facility Local Advisory Board as directed under C.R.S. 26-12-121 and attends/hosts VCLC board of commissioners meetings annually, either in person or virtually
  • Develops or reviews performance planning and evaluation forms specific to staff that are supervised as well as subordinates
  • Holds both group and one-on-one meetings with staff to maintain oversight and communication
  • Ensures attendance of the leadership team at monthly resident council or other community meetings
  • Attends or delegates staff to attend various health care associations or educational opportunities hosted by the Colorado Health Care Association (CHCA), American Health Care Association (ACHA), National Association of State Veterans Homes (NASVH), VA Concert Series, VA POD 3 Meetings or any other sessions that are offered
  • The licensed Nursing Home Administrator will complete other duties as assigned/directed


Special Qualifications:


  • Must possess and maintain a current unencumbered Nursing Home Administrators License in the state of CO. Required by State Law to be in compliance and in order to operate a skilled nursing facility in the State of Colorado.

  • Current BLS for Healthcare Providers through the American Heart Association, vaccinations as required by state and facility


AND 


Experience Only:

Ten (10) years of relevant experience in a long term care or skilled nursing facility department or facility operations

Or

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned, equal to ten (10) years

Preferred Qualifications:

  • Experience in Long Term Care managing departments and/or teams

  • Knowledge of financial monthly budgetary compliance 

  • Census/Marketing experience to or exceed occupancy targets

  • Knowledge of Centers of Medicare/Medicaid Services and/or Veterans Affairs Nursing Home regulations and survey process


Conditions of Employment:
  • CDHS employees (all Direct contact with vulnerable persons):
    CBI name check and fingerprint check, ICON Colorado court database, Medicare fraud database, Reference Checks, Professional License verification (licensure requirements), Drug Screen, PREA (Division of Youth Services),Trails check (direct contact with children), CAPS (direct contact with adults – Mental Health Institutes, Regional Centers, Veterans Community Living Centers)
  • Current/Valid and unrestricted US Driver’s License
  • On-call Status: NHA is on call 24/7 to ensure operations of the facility are maintained in urgent or emergency situations
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position.  Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.

CDHS Selection Process Explanation

Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications. Be sure your application specifically addresses your qualifications, experience, work products, and accomplishments as they relate to the position and minimum requirements.

You must meet the minimum qualifications to continue in the selection process.  Part-time work experience will be prorated.

Comparative Analysis Process – Structured Application Review 

After minimum qualification screening, the comparative analysis process will involve reviewing and rating of all the information you submit. The comparative analysis step may also include your results from standardized testing.
