[What you will be working on]

As Senior Manager, Bus Rapid Transit Development, you will lead the development and implementation of a new Bus Rapid Transit (BRT) system for Singapore, starting with the Tuas South study and potential deployment. This role places you at the forefront of shaping a scalable medium-capacity public transport mode that can complement the MRT and conventional bus network, providing faster, more reliable and cost-effective connectivity for suitable corridors.
 

Working across system planning, engineering, technology, infrastructure, operations, safety, regulatory, and implementation domains, you will lead multidisciplinary efforts to assess international BRT models and develop a Singapore-specific solution that is safe, reliable, scalable and operationally sustainable. The BRT concept may include higher-capacity articulated or bi-articulated buses, dedicated running corridors, traffic signal priority, station-based fare collection, platform-level boarding, advanced vehicle guidance and automation technologies.
 

What You Will Be Working On:
 

As the Senior Manager, Bus Rapid Transit Development, you will provide overall leadership for the BRT programme from feasibility study through concept development, procurement, implementation and operational readiness, including:
 

  • Overall BRT Lead: Establish the project vision, objectives, requirements, governance structure, key milestones and delivery strategy for the BRT initiative. Lead the development of the preferred BRT concept and make recommendations to senior management on the long-term implementation pathway.
     

  • System Architecture and Concept Development: Oversee the end-to-end BRT system architecture covering vehicles, dedicated lanes or corridors, stations and platforms, traffic signal priority, passenger information, fare collection, depot and charging infrastructure, control systems, vehicle guidance, accessibility, safety and emergency systems.
     

  • Feasibility, Business Case and Option Evaluation: Lead assessments of alternative BRT concepts based on demand, journey time, capacity, reliability, safety, land requirements, capital and operating costs, maintainability, flexibility and scalability. Develop whole-life cost and benefit assessments to support investment decisions.
     

  • Stakeholder and Government Coordination: Lead engagement with internal LTA divisions, MOT, URA, JTC, government agencies, public transport operators, utility providers, consultants, technology suppliers and industry partners to align system requirements, corridor planning and implementation priorities.
     

  • Procurement and Commercial Strategy: Develop procurement strategies for the BRT system and major components, define technical and functional requirements, lead supplier and system integrator evaluation, and ensure appropriate allocation of performance, interface, reliability and lifecycle risks within contracts.
     

  • Safety, Reliability and Regulatory Readiness: Establish system-level safety requirements, assurance processes, hazard management approaches, testing and commissioning frameworks, and operational readiness plans for new BRT technologies and operating concepts.
     

  • Programme and Risk Management: Maintain the overall project risk register, monitor programme progress, cost, quality and deliverables, resolve cross-disciplinary dependencies and escalate strategic issues with recommended mitigation measures.
     

  • Team Leadership and Capability Building: Lead and develop a multidisciplinary BRT team, set priorities across system planning, vehicle, infrastructure, operations and technology workstreams, mentor junior officers and build organisational capability in BRT, high-capacity bus and automated transport technologies.
     

Your work will directly shape the future of medium-capacity public transport in Singapore by establishing a robust, evidence-based and scalable BRT concept for Tuas South, while creating a framework that could support deployment in other suitable corridors. This role offers significant national impact and senior-level visibility across transport planning, infrastructure delivery and emerging mobility technologies.

[What we are looking for]

We are seeking a strategic and results-driven leader with deep interest in public transport systems, emerging mobility technologies and complex infrastructure delivery. The ideal candidate will possess:

  • Educational Background: Knowledge in Engineering, Transport, Urban Planning, Science, or a related discipline.
     

  • Experience: At least 10 years of relevant experience in public transport, transport infrastructure, rail, bus systems, automotive, mobility systems or major infrastructure projects. Demonstrated experience leading complex multidisciplinary projects involving multiple stakeholders will be essential.
     

  • Technical and Commercial Expertise: Strong understanding of public transport systems, preferably with experience in buses, rail or BRT. Experience in systems engineering, infrastructure development, vehicle technology, transport operations, major procurement, commercial strategy or project delivery will be advantageous.
     

  • Skills and Abilities: Excellent analytical, written, presentation, stakeholder management and project management skills, with the ability to assess emerging technologies objectively and translate concepts into practical transport solutions.
     

  • Attributes: A strategic, resilient and self-motivated leader who can make sound recommendations under uncertainty, manage complex risks and build alignment across diverse stakeholders.
