Description
We are seeking an experienced Scrum Master to facilitate Agile delivery, remove impediments, coordinate dependencies, and maintain focus on MVP outcomes for a Federal data analytics and AI modernization initiative.
The team will deliver a secure, scalable platform that integrates structured and unstructured data, provides data visualization and traceable AI-assisted analytics, and gives examiners centralized tools for search, review, monitoring, and decision support. The platform will support professional judgment and will not replace authoritative agency financial or grants-management systems or execute financial transactions.
Key Responsibilities
- Facilitate Agile delivery for multidisciplinary software, data, analytics, and AI/ML teams.
- Lead sprint planning, daily stand-ups, backlog refinement, sprint reviews, retrospectives, and release planning.
- Identify and remove delivery impediments, blockers, risks, and dependencies.
- Coordinate cross-team technical dependencies, priorities, deliverables, and commitments.
- Track and communicate delivery metrics, sprint progress, risks, actions, issues, and dependencies.
- Facilitate collaboration between engineering, data, AI/ML, security, infrastructure, and product teams.
- Support effective backlog management, prioritization, estimation, and capacity planning.
- Coach teams on Agile principles, Scrum practices, continuous improvement, and delivery best practices.
- Facilitate stakeholder communication and ensure delivery status, risks, decisions, and technical dependencies are clearly documented.
- Develop and maintain documentation supporting team operations, delivery processes, transition, and continuous improvement.
- Promote compliance with applicable security, privacy, accessibility, data governance, and records-management requirements.
Required Qualifications
- Demonstrated experience facilitating Agile delivery for multidisciplinary software, data, analytics, or AI/ML teams.
- Experience leading sprint planning, daily coordination, backlog refinement, sprint reviews, retrospectives, and release planning.
- Experience identifying and removing impediments, blockers, risks, and cross-team dependencies.
- Experience tracking delivery metrics, risks, actions, issues, decisions, and commitments.
- Strong knowledge of Agile, Scrum, backlog management, sprint execution, and continuous improvement practices.
- Experience coordinating technical teams across software engineering, data engineering, AI/ML, infrastructure, security, and testing.
- Strong coaching, facilitation, stakeholder communication, conflict resolution, and problem-solving skills.
- Strong technical documentation and cross-functional collaboration skills.
- U.S. citizenship and ability to obtain and maintain Top Secret eligibility.
- Active Top Secret clearance highly preferred.
Preferred Qualifications
- Experience supporting Agile delivery in secure Federal, regulated, on-premises, cloud, or hybrid environments.
- Experience supporting software, data, analytics, AI/ML, or technology modernization programs.
- Familiarity with Jira, Azure DevOps, or similar Agile project-management platforms.
- Familiarity with CI/CD, DevSecOps, cloud infrastructure, APIs, databases, and modern software development practices.
- Familiarity with Linux, PostgreSQL, Microsoft SQL Server, Java, .NET, Jenkins, Kubernetes/Rancher, and AI/ML technologies.
- Experience coordinating technical releases, deployments, testing, and environment dependencies.
- Experience with Agile metrics, dashboards, velocity, burndown/burnup, cycle time, and delivery forecasting.
- Scrum Master, SAFe, PMI-ACP, CSM, or PSM certification preferred.
