Program Scheduler

Modern Technology Solutions, Inc. (MTSI) seeks an experienced analyst to support Department of War (DoW) acquisition programs through integrated scheduling, earned value management (EVM), budget execution, acquisition analysis, and risk management. The selected candidate will maintain Integrated Master Schedules (IMS), evaluate cost and schedule performance, support program budgeting and acquisition activities, identify execution risks, and provide decision-quality analysis to government and contractor stakeholders. Key Responsibilities Develop, maintain, and analyze IMS using critical-path methodology. Integrate schedule inputs from engineering, test, logistics, contracting, finance, and program-management teams. Conduct schedule-health, critical-path, driving-path, impact, and risk analyses. Support EVM baseline management, performance measurement, variance analysis, forecasting, and corrective-action tracking. Analyze PV, EV, AC, CPI, SPI, CV, SV, and EAC to assess performance and forecast outcomes. Support budget formulation, execution, phasing, obligation and expenditure tracking, and funding-status reporting. Reconcile schedule, cost, budget, and performance data to identify trends, risks, funding shortfalls, and recovery opportunities. Provide acquisition analysis for program planning, requirements, acquisition strategies, milestone decisions, baseline changes, and program execution. Assess technical, cost, schedule, funding, contracting, and risk impacts of proposed program changes. Maintain program roadmaps, integrated plans, decision calendars, and risk registers. Prepare dashboards, briefings, and other decision-support products for program leadership. Coordinate with program management, engineering, contracting, financial management, test, logistics, and external stakeholders. Required Qualifications Bachelor’s degree in business, finance, accounting, engineering, logistics, program management, or a related field; qualifying experience may substitute for education. At least 5 years of experience in program scheduling, EVM, budget analysis, acquisition, program control, or risk management supporting defense or government programs. Experience developing or maintaining IMS and conducting critical-path and schedule-health analysis. Working knowledge of EVM principles, baseline management, variance analysis, forecasting, and corrective actions. Experience supporting budget planning, execution, financial analysis, or funding-status reporting. Experience supporting DoW, federal, or defense acquisition programs. Proficiency with Primavera P6, Microsoft Project, Excel, and related scheduling or financial-analysis tools. Strong analytical, communication, documentation, and stakeholder-coordination skills. Preferred Qualifications Experience supporting major defense acquisition or complex weapon-system programs. Experience with EVMS compliance, Integrated Baseline Reviews, Integrated Program Management Data and Analysis Reports, or similar program-control reporting. Familiarity with DoW planning, programming, budgeting, and execution processes. Experience supporting acquisition strategy development, milestone reviews, acquisition documentation, or schedule risk assessments. Experience with Deltek Acumen, Power BI, or comparable scheduling, financial-reporting, and dashboard tools. DAWIA certification in Program Management, Business Financial Management, or Engineering and Technical Management; PMP, EVP, or similar certification. Clearance Requirement: Active DoW Top Secret clearance with an in-scope SSBI; SCI eligibility highly desired. Travel Requirement: No regular travel; occasional travel (approximately one to two trips annually) to original equipment manufacturers may be required. #LI-AS1
