UTILITY MAINTENANCE SUPERVISOR

To plan, supervise and review the activities and operations of a city utilities section, and ensure that all assigned operations fully meet or exceed customer needs and comply with State and Federal regulations. This position will perform technical tasks in the operation and/or maintenance of the city water and wastewater system (Utilities). The position is responsible for overseeing and leading utility crews in the operation and maintenance of the Utility system, performing and planning day-to-day activities, training of employees, and completion of department related records and documents. 

• Provide leadership and direction to diverse groups of specialized positions, including line locators, water quality specialist, fire flow testers, new construction valve isolations, etc.
• Prioritize and manage workload to achieve goals with regards to time management and job performance; Instruct, assign, manage staff, review, and plan work of staff, monitor standards, coordinate day to day activities of staff.
• Oversee and review training plans and ensure that all assigned employees complete technical and soft skills training required by the city.
• Ensure the proper instruction and training of personnel under charge in methods and procedures, proper use of equipment, preventative maintenance, and related maintenance and repair.
• Review current Texas Natural Resources Conservation Commission (TNRCC) regulations and guidelines for water distribution system for continued compliance requirements.
• Observe the work of assigned crews and provide technical expertise and direction in the completion of maintenance and repairs.
• Evaluate the performance of personnel under charge.
• Perform and supervise all utility activities.
• Maintain current knowledge of trends and developments in the field of public water & wastewater systems.
• Ensure inspection of equipment before and after use, perform minor maintenance activities and report exceptional problems to the Utility Superintendent.
• Operate a variety of gasoline and diesel equipment, both light and heavy equipment, relating to complex water & Wastewater infrastructure construction and reconstruction (front-end loader, dump truck, Combo truck, backhoe, motor grader, track loaders and steel wheel compactors).
• Participate and train staff in operation of equipment, repairing leaks, fire hydrant repair, valve replacement, trimming trees, mowing grass, and proper placement of traffic control measures.
• Plan for and participate in the maintenance and repair of the Utility system.
• Perform preventive maintenance and/or repairs on equipment to ensure proper operating conditions including but not limited to checking oil, water, fuel, tires, and hydraulics; repairs or causes to be repaired any deficiencies.
• Lead workers at job site as needed; prepare daily activity logs. Confer with customers regarding service problems and report feedback to the Superintendent.
• Receive, investigate, and respond to complaints, questions, and concerns regarding the City of Anna’s utility system, water and wastewater activities and conditions.
• Complete department related paperwork, operation logs, and regulatory documents.
• Operate a computer terminal to monitor Supervisory Control and Data Acquisition (SCADA) system.
• Locate, map, operate, replace, install, and maintain water and wastewater system valves.
• Check meters, gauges, pumps, and control panels to verify correct operation of equipment and record information.
• Establishing standard operating procedures for all critical functions/responses of the department.
• Review accidents and injuries and prepare recommendations to prevent future incidents.
• When directed, responsible for assisting in the implementation of the City's Drought Contingency Plan.
• Participate in on-call rotation and lead emergencies and other after-hours (nights/weekends) repair work to maintain 24-hour, 7-day per week service to customers.
• Perform any other related duties as required or assigned.

• Arrange for service, repair, and replacement of equipment.
• Respond to City emergency requests as needed.
• Operate the water utilities section.

High school or GED, plus 5 years related experience and/or training, and 2 years related management experience, or equivalent combination of education and experience.
Basic: 10-Key, Alphanumeric Data Entry, Spreadsheet, Word Processing/Typing is required.
Class C or equivalent license in both water and wastewater within 12 months of hire.
Must possess a valid Texas Class A CDL license within 12 months of hire.
Must possess a valid Texas class C driver’s license.
Bilingual in English and Spanish is preferred.
Class B or equivalent license in both water and wastewater is preferred.
Customer Service Inspector (CSI) License or obtain within 3 years of employment /promotion.

USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS
Occasional use of highly complex machines and equipment; specialized or advanced software programs.
