Los Angeles County Office of Education (LACOE) is seeking qualified individuals to apply for the position of Program Director, Foster Youth Services Coordinating Program Technical Assistance Provider (FYSCP TAP).

The Program Director, FYSCP TAP is responsible for leading the statewide support for Foster Youth Services Coordinating Programs. This position develops and maintains the program framework and technical assistance delivery systems, provides services to county offices of education throughout California, oversees program monitoring and compliance, and directs staff delivering technical assistance to support effective FYSCP implementation statewide.

The Well Qualified Candidate Will Possess the Following

Knowledge:
  • California Education Code, California Code of Regulations, and Every Student Succeeds Act (ESSA), California Welfare and Institute Code, California Rules of Court
  • Federal, state, and county laws, codes, regulations and requirements pertaining to students in foster care, child welfare, and juvenile justice
  • Local Control Funding Formula (LCFF) and Local Control and Accountability Plans (LCAP), and California School Dashboard
  • Principles and practices of business administration, organizational management, and human resources management
  • Principles and methods of finance and budget administration
  • Concepts, capabilities, and applications of information systems
  • Fundamental concepts of employment laws, codes, and regulations, including EEO, FLSA, FMLA, and Cal/OSHA and applicable provisions of collective bargaining agreements

Required Education and Experience
Education: A bachelor’s degree in social work, education, public administration or other fields closely related to the job requirements of this classification, from an institution of higher learning recognized by the Council of Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.

Experience: Five years of experience developing, implementing, and managing a countywide Foster Youth Services Coordinating Program (i.e., developing program framework and technical assistance delivery model, creating program policies, procedures, and guidelines, grant writing, program evaluation and monitoring, and leveraging technology to collect, compile, and analyze program data to produce relevant reports), including three years of experience in providing training and technical assistance to foster youth programs in collaboration with the California Department of Education (CDE).

Additional Requirements: A master’s degree or above in one of the areas listed above is preferred. A valid California driver’s license and the availability of private transportation or the ability to provide transportation between job sites is required.
