Under general supervision, we are seeking a Foster Parent Recruiter who is responsible for identifying, engaging, screening, and enrolling qualified foster families to provide safe, stable, and nurturing transitional care for Unaccompanied Children (UC). This position develops and implements targeted recruitment strategies, builds strong community partnerships, and conducts outreach efforts to expand and maintain a diverse pool of trauma-informed, culturally responsive foster homes. The Recruiter serves as the primary liaison for prospective foster parents and guides them through the licensing and certification process. 


Duties and Responsibilities:

  • Develop and implement comprehensive foster parent recruitment plans aligned with ORR and state requirements.
  • Conduct targeted outreach in diverse communities to identify potential foster families.
  • Represent the program at community events, cultural gatherings, schools, churches, mosques, temples, and other community-based venues.
  • Organize and host foster care information sessions, orientations, and recruitment events.
  • Maintain a strong presence across digital platforms, radio, print media, and in-person outreach efforts.
  • Build and sustain relationships with community organizations, faith-based institutions, advocacy groups, and local stakeholders.
  • Collaborate with internal teams to ensure recruitment efforts align with placement and programmatic needs.
  • Participate in community coalitions and cross-agency meetings to enhance visibility and trust in the program.
  • Serve as the primary point of contact for interested foster families.
  • Provide accurate information regarding foster care responsibilities, trauma-informed care, and the unique needs of Unaccompanied Children.
  • Assist families in navigating background checks, home studies, pre-service training, and licensing requirements.
  • Track and monitor applicant progress through the certification and onboarding process.
  • Maintain accurate recruitment records, inquiry logs, and outcome tracking.
  • Prepare regular reports on recruitment activities, conversion rates, and placement readiness.
  • Evaluate recruitment strategies and adjust outreach approaches based on program data and needs.
  • Ensure all recruitment and enrollment practices comply with ORR policies, state licensing regulations, and agency standards.
  • Promote best practices related to child welfare, trauma-informed care, and culturally responsive programming.
  • Maintain strict confidentiality of applicant and client information.
  • Ensure compliance with all applicable employment laws, regulations, and internal policies.
  • Maintain a welcoming environment for families and other community partners.
  • Ensure compliance with HIPAA and PII privacy and security requirements.
  • As with all of our positions, we work as a team and various duties may be assigned at any time including tasks to support other AGH programs/services, cleaning, organizing, child care, attending to the needs of the child in your care or in the office, attendance at meetings, transportation, paperwork, etc.  
  • Perform other duties as assigned.

Starting Salary: 

$30 per hour

Requirements

Qualifications:

  1. An Associate or Bachelor’s degree in Human Services, Social Worker, Psychology, Sociology, Public Relations, Communications, or a related field is preferred.
  2. Minimum of one year of experience working in social services with children, youth, and families.
  3. Bilingual Spanish is required
  4. Familiarity with full-cycle recruiting and various sourcing techniques.
  5. Excellent written and verbal communication skills.
  6. Experience working with diverse populations is preferred.
  7. Strong organizational and time management skills with attention to detail.
  8. Be able to obtain Criminal and Child Abuse Clearance from the State of California/Department of Justice.
  9. Must be available to work nights, weekends and some holidays as needed 
  10. Demonstrate the Understanding of the importance of compliance with HIPAA privacy practices.
  11. Ability to work independently and as part of a team, strong conflict resolution, communication and organizational skills; with great attention to detail. 
  12. Ability to adhere to our attendance and punctuality policy.
  13. Must pass and remain current in CPR/First Aid.
  14. Must be able to effectively utilize computers and basic computer software.  
  15. Must meet Contract and insurance requirements. 
  16. Must have a valid Driver’s License and a good driving record. Must be at least 18 years old with at least 2 years of driving experience. 
  17. A Greater Hope includes all employees in the DMV pull notification process, notifying AGH of infractions throughout the process. 
  18. All Employees are required to report all arrests within 48 hours of arrest as per Licensing requirements. 
  19. Must pass a drug screen, physical exam, and Tuberculosis skin test. 
  20. A Greater Hope participates in E-Verify and will verify your Social Security Number. 

Additional Qualifications

This position is funded through a federal cooperative agreement. Continued employment is contingent upon continued grant funding, federal/agency approval (when applicable), and continued compliance with all federal/agency, licensing, and A Greater Hope personnel requirements.

As a condition of employment, the successful candidate must:


  1. Meet all minimum qualifications established by federal/agency and A Greater Hope for the position.
  2. Successfully obtain and maintain a Federal/Agency Suitability Determination, including all required background investigations and clearances, prior to having contact with unaccompanied children.
  3. Successfully complete all required criminal history background checks, child abuse and neglect registry checks, fingerprint-based clearances, and other background screenings required by federal/agency, Community Care Licensing (CCL), and A Greater Hope.
  4. Successfully complete all required Federal/Agency pre-service, onboarding, annual, and ongoing training within required timeframes.
  5. Demonstrate the ability to provide trauma-informed, culturally responsive, and child-centered services to unaccompanied children.
  6. Bilingual proficiency in English and Spanish is required for positions designated as bilingual and may be verified through A Greater Hope's language proficiency assessment process.
  7. Provide documentation of all required immunizations and authorize A Greater Hope to obtain and verify immunization records through the California Immunization Registry (CAIR), as applicable.
  8. Successfully complete and maintain all required health screenings, physical examinations, tuberculosis (TB) clearance, immunizations, vaccinations, and other medical requirements established by federal/agency, Community Care Licensing (CCL), applicable law, or A Greater Hope policy.
  9. Maintain all required licenses, certifications, registrations, and credentials applicable to the position throughout employment.
  10. Comply with all applicable federal/agency policies, federal regulations, state laws, licensing requirements, accreditation standards, confidentiality requirements, and A Greater Hope policies and procedures as a condition of employment.
  11. Possess and maintain authorization to work in the United States. Positions requiring transportation duties must maintain a valid driver's license, an acceptable driving record, and insurability under A Greater Hope's automobile insurance policy.
