Who is NTE, NTE 35W, and LBJ?
The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.
The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.
The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

Job Description:
The Senior Network and Cyber Engineer is responsible for the design, security, performance, and continuous improvement of the LBJ Infrastructure Group’s network, cybersecurity, and field systems environments. This role combines advanced network engineering, cybersecurity governance, and system architecture responsibilities to support mission-critical Network Communication Systems (NCS), Intelligent Transportation Systems (ITS), and Data Center Operations. The position ensures high availability, scalability, and security of hybrid IT/OT environments, while driving modernization initiatives, audit compliance, and technology lifecycle management across the DFW Cintra companies’ corridors.
Key Responsibilities:
Network Architecture & Engineering
Design, implement, and maintain scalable and secure network architectures across data center, field, and hybrid environments.
Lead network modernization efforts including NCS refresh, segmentation, and resiliency improvements.
Ensure integration across field systems, tolling platforms, back-office systems, and cloud services.
Cybersecurity Governance & Compliance
Lead and support cybersecurity audits, regulatory compliance, and internal control frameworks.
Develop and enforce cybersecurity standards, policies, and best practices.
Provide audit evidence, system logs, and remediation tracking for internal and external audits.
Vulnerability & Threat Management
Oversee vulnerability scanning, risk prioritization, and remediation coordination.
Manage threat detection, incident response, and security monitoring processes.
Drive continuous improvement of the vulnerability management lifecycle.
Network Operations & Monitoring
Monitor network performance, availability, and security alerts across all environments.
Troubleshoot complex issues involving routing, switching, firewalls, VPNs, and field connectivity.
Ensure SLA and KPI adherence for system uptime and performance.
Fortinet & Security Infrastructure Management
Administer Fortinet ecosystem (FortiGate, FortiManager, FortiAnalyzer).
Perform security event analysis, log correlation, and incident investigation.
Maintain secure network segmentation and firewall policies aligned with cybersecurity strategy.
Field Systems & ITS Infrastructure Support
Maintain connectivity and operational performance of all field systems (gantries, roadside equipment, fiber infrastructure).
Support lifecycle management including patching, upgrades, and hardware refresh.
Collaborate with vendors and integrators to ensure system reliability and performance.
Infrastructure Documentation & CMDB Management
Maintain accurate network documentation, diagrams, and asset inventory using NetBox and monitoring tools.
Ensure documentation supports audit readiness, operational continuity, and knowledge transfer.
System Operations & Reliability
Oversee operations and maintenance of IT infrastructure, including servers, networks, and communications systems.
Support testing, upgrades, system rollouts, and performance optimization activities.
Perform capacity planning and proactively address system constraints.
Business Continuity & Disaster Recovery
Develop and maintain disaster recovery and business continuity plans for critical systems.
Participate in incident response drills and ensure operational resilience.
Continuous Improvement & Innovation
Identify opportunities for process automation, system optimization, and cost efficiencies.
Support initiatives such as cloud adoption, observability enhancements, and advanced monitoring solutions.
Drive reduction of operational risk and external vendor dependency.
Skills & Qualifications:
- Advanced network engineering knowledge (routing, switching, VPNs, BGP/OSPF).
Strong cybersecurity expertise including vulnerability and incident management.
Experience with Fortinet technologies and network monitoring tools.
Knowledge of OT/ITS environments and field systems.
Strong documentation and communication skills.
Education & Experience:
Bachelor’s degree in IT, Network Engineering, or Cybersecurity.
5–8+ years of relevant experience in network and cybersecurity roles.
Certifications Preferred:
Fortinet NSE, CCNP/CCIE, CISSP, Security+, or equivalent.
Working Conditions:
Combination of office, field, and data center work.
Participation in on-call rotation.
Occasional after-hours maintenance work.
