Job Description:

This is a 12-months short term assignment.

Mandate:

BPM  is responsible for the strategic direction and establishment of learning and performance enablement solutions to build capabilities for CFM colleagues. 

  • Covers a spectrum of activities including program design, design inputs for program evaluation, learning consultation and supporting needs analysis with in-depth learning design/content design analysis, working in collaboration with broader enterprise partners.

  • Working in close partnership with business subject matter experts (SMEs) and Business Leaders to design targeted and large-scale learning interventions. This collaboration ensures that training solutions are aligned with organizational needs and priorities, whether for functional learning or onboarding programs.

  • The Learning Designer recommends an optimal mix of learning activities for each solution. This blend may include instructor-led sessions, self-led modules, virtual-led instruction, hands-on activities, performance support resources, and web-based learning formats.

Role: develop, deliver, and implement learning for Canadian Fraud Management Colleagues, aligning with CFM's strategic goals and using multi-modal methods based on the Learn, Practice, and Validate model.  Accountabilities include but are not limited to:

Customer

  • Design and contribute to learning and development programs, including instructional frameworks (LNA), content development, learning maps, prototypes and drafts, narrative scripts, and storyboards across multiple delivery modalities.

  • Apply business skills, capabilities, tools, and resources to support a blended learning approach across the full learning lifecycle, including continuous learning and improvement.

  • The Learning Designer recommends an optimal mix of learning activities for each solution. This blend may include instructor-led sessions, self-led modules, virtual-led instruction, hands-on activities, performance support resources, and web-based learning formats.

  • Ensure learner accessibility and principles of diversity and inclusion, in alignment with the TD Brand Standards.

Shareholder

  • Prioritize and manage own workload to meet SLA requirements for service and productivity.

  • Deliver effective, planned and consistent SME and stakeholder engagement and deliverables, including regular and effective SME communications and updates, whether virtual or in person.

  • Ensuring projects and learning solutions meet high standards and achieve success criteria while managing scope, risks and stakeholder engagement, and problem resolution.

  • Ensure all learning solutions include both an appropriate evaluation & measurement plan and an agreed maintenance plan to enable both program impact. 

  • Provide subject matter expertise in design, including knowledge of external best practices, emerging trends, and vendors; maintains best practices in areas of design; stays current in learning consulting, program evaluation and measurement.

  • Maintain a culture of risk management and control, supported by effective processes in alignment with risk appetite (i.e., adhering to design process, SOP, etc.)

Qualifications:

  • Strong business acumen/process knowledge in fraud operations

  • Experience in learning design/delivery would be a critical asset.

  • Undergraduate Degree and/or 3-5 years relevant experience

  • Track record of impact and influence, critical thinking, problem solving, presentation, detail oriented

  • Strong Microsoft suite skills (Excel, PPT, word)

  • Confidence and ability to work independently on initiatives end-to-end.

  • Ability to translate complex business processes, policies and SME knowledge into clear, practical learning solutions

  • Strong stakeholder management and SME partnership skills. Including the ability to ask the right questions, challenge assumptions, and drive decisions.

  • Experience designing across multiple learning modalities, including facilitator-led learning, digital learning, simulations, job aids and assessments.

  • Ability to manage ambiguity and evolving requirements, bringing structure and recommendations forward

  • Strong project management and organizational skills, including managing timelines, dependencies, reviews and multiple workstreams

  • Experience incorporating governance, risk, compliance and quality review requirements into the design process

  • Experience with scenario-based or practice-based learning, especially simulations or realistic learning

  • Continuous improvement mindset, using learner feedback, business insights and performance data to refine solutions

  • Strong written communication skills, including concise business writing, storyboarding and executive-ready materials
