Job Position:

Position Summary:           

Responsible for the administration and management of the Asset Management Team and Program.

Responsible To:

General Manager of Municipal Works

 

Supervises:                          

Capital Planning Analyst (2)

Asset Information Technologists (2)

 

Responsible For:

 

1. Regulatory Compliance & Corporate Governance

• Ensure the City’s asset management practices comply with applicable legislation (e.g. O.Reg. 588/17 Asset Management Planning for Municipal Infrastructure).
• Establish, maintain, and continuously improve the City’s corporate asset management governance structures, standards, processes, roles and responsibilities to support consistent asset management practices.
• Establish and monitor asset management performance measures to track implementation progress, maturity improvements, regulatory compliance, and the effectiveness of asset management practices across the organization.
• Participate, engage, and support the City’s Asset Management governance structure by chairing the Asset Management Leadership Team, and participating on the Asset Data Stewardship Committee.
• Lead the implementation and ongoing refinement of the City’s asset management maturity roadmap, including prioritizing improvement initiatives, monitoring progress, removing barriers, and working with divisions to embed improved asset management practices across the organization.
• Establish corporate standards and guidance for asset condition and performance assessment programs, working with asset-owning divisions responsible for inspection delivery to support consistent, reliable asset information for asset management planning and decision-making.

 

2. Data Management

• Lead, manage and maintain the Municipal Works asset data inventory / geodatabase, and coordinate its integration with the City’s overall GIS system to facilitate Tangible Capital Asset reporting, Financial Information Returns, and other surveys and government reporting requirements related to City assets.

• Manage internal staff and contracts with external parties for the collection, development, and analysis of asset management information.

 

3. Analysis, Reporting & Decision Support

• Lead the annual update of the City’s State of the Infrastructure report including working with others to identify and update the City’s infrastructure gap.

• Lead the development, monitoring, and continuous improvement of the City’s asset management levels of service framework, including alignment between community outcomes, technical performance measures, lifecycle strategies, risk, and investment needs.

• Provide asset management analysis, frameworks, and decision-support tools to inform long-term capital planning, prioritization, and funding strategies in collaboration with asset-owning divisions and Financial Planning.

• Coordinate responses to requests from internal staff and the public for information pertaining to Infrastructure condition, capacity, planned improvement works and prioritization of related activities.

 

4. Capital Planning & Budgeting

• Guide the Municipal Works departmental annual capital budgeting process and long-range financial planning including the development and maintenance of the City’s multi-year capital forecast and corporate prioritization framework.

• Continually develop and update the Municipal Works capital budgeting database, and infrastructure planning corridor tool (SQL database).

• Develop, coordinate and maintain the City’s corporate asset management plans, working with asset-owning divisions to integrate asset data, levels of service, lifecycle strategies, risk, growth, climate considerations, and financial strategies.

• Work closely with operational areas and the Financial Planning team to develop life cycle costing models for various asset categories.

 

5. Leadership & Collaboration

• Provide progressive leadership and effective management to the Asset Management Section.

• Foster strong relationships with operational areas and internal and external partners that are necessary to support the gathering of data for the development of asset management plans.

 

Position Requirements:              

• Minimum 4-year degree in related engineering, finance, economics, business administration or similar field.

• Minimum 4 years of relevant experience with demonstrated asset management concepts and best practices.

• Experience managing/supervising staff, preferably in a municipal environment.

• Strong communication and interpersonal skills, with the ability to engage effectively with technical experts, communicate complex asset management information clearly and concisely to non-experts, and build tactful, effective working relationships with a diverse range of stakeholders.

• Strong leadership and interpersonal skills, with the ability to lead, develop, motivate, and support a team of professionals in achieving short- and long-term goals and objectives, while demonstrating and fostering values aligned with the organization.

• Problem solving, analytical, and organizational skills to manage the collection and interpretation of asset management data.

• Financial management skills to oversee budgets and to provide input into asset replacement funding strategies.

• Knowledge and understanding of municipal works assets, construction, and asset properties relating to condition, rehabilitation strategies, and replacement techniques.
