Description

Under direction, plans, organizes, directs, and administers programs of recreation activities and special events, including directing and supervising the staff, volunteers, and operations of a comprehensive senior citizen program, which includes senior meal programs, supportive services, classes, and trips/outings.

Organizational Responsibilities
This is a single-position, professional supervisory class reporting to the Recreation and Human Services Director, or their designee, with responsibility for overseeing the City's Senior Services Program, and a variety of other recreation programs and events. Incumbents direct and supervise subordinate staff while also overseeing program planning, budgeting, scheduling, reporting and public relations. Responsible for monitoring and maintaining compliance with program funding agency requirements.

Representative Duties:
Duties include, but are not limited to, the following:
•Lead and supervise staff and volunteers; develop and establish work methods and standards; support training and development; conduct staff meetings with subordinates; review and evaluate employees' performance; initiate disciplinary action as needed.
•Plan, implement, and oversee comprehensive senior services programs while organizing and directing various activities and programs, including citywide special events;
•Oversee the daily operations of all senior services programs including the congregate and homebound meals program;
•Determine the methods used in providing programs and services for older adults in the community;
•Responds to emergency phone calls and staffing issues;
•Collaborate with various community, school, volunteer organizations, and outside public and private agencies to advance programs and service objectives for senior citizen programs and a variety of other programs; serve on advisory boards and committees as needed; conduct research and feasibility studies; prepare reports, correspondence, and records relating to programs and services;
•Attend Commission meetings and prepare/present Commission/Committee reports as needed;
•Prepare and administer the annual budget for the senior services programs and other programs, such as special events; monitor expenditures of personnel, supplies, and equipment; purchase equipment and supplies and maintain inventories;
•Serve as the main point of contact with program funding agencies, including program monitors and auditors;
•Monitor and maintain compliance with all contractual obligations and requirements from Los Angeles County Aging & Disabilities Department and other funding agencies;
•Determine programs and service needs for senior citizens and youth and adult program needs; identify corresponding budgetary requirements and initiate appropriate action; develop and implement marketing and public relations programs to promote the programs and services;
•Respond to inquiries about services and information related to older adult issues from interested community groups and citizens;
•Attend special events, programs, and meetings during evening/weekend hours as assigned;
•Perform other duties as assigned.

This position may require work during evenings, weekends, and holidays based on event/program schedules. 

Education and Experience

Education: A bachelor's degree in social or behavioral science or a related field is required.

Experience: Four (4) years of full-time experience providing recreational or social services, including at least one (1) year at a program lead or coordinator level, and experience supervising nutrition and social service programs for older adults is required. Previous supervisory experience in municipal recreation programs is desired.

Bilingual proficiency in English and Spanish is desired.

Knowledge and Abilities
Knowledge of:
•Standards of public administration related to budgeting, project management, human resources management, customer service, and public relations.
•Standards and requirements of senior nutrition programs
•Procedures of case management and provision of supportive services.
•Methods related to a variety of broad recreational programming for participants of all ages with a focus on older adult programs.
•Planning and implementing municipal recreation programs, including program promotions, outreach, community relations, teaching, and administration.
•Methods of evaluating program methods and practices for quality, customer service, and maximum community participation.
•Techniques of employee supervision and training, including staff selection, motivation, direction, mentoring, and performance evaluation.
•Standards and requirements for senior programming, including the social services, health, education, recreation, and cultural needs of the older adult community.
•Laws, regulations, standards, and requirements applicable to assigned programs and functions.•Safety practices and procedures, and current first aid techniques.
Skill to:
•Obtain accurate information through interviews and observation.
•Make mathematical calculations with speed and accuracy.
•Effectively utilize modern office equipment, including personal computers and standard business software such as the Microsoft Office Suite.
•Safely operate one or more types of vehicles if required by assignments.

•Establish and maintain cooperative and effective working relationships with others.

Physical Demands and Working Conditions 
Work is performed in an office environment and at indoor and outdoor facilities; incumbents may be exposed to inclement weather conditions; work and/or walk on various surfaces including slippery or uneven surfaces. Duties require the ability to speak, hear, touch, and see. Also required is the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area to another; occasionally bending, stooping, kneeling, reaching, pushing, and pulling (drawers opened and closed to retrieve and file information); occasionally lifting or carrying materials that weigh up to 50 pounds. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter, or calculator; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as typing on a keyboard, filing, data entry, and/or use of a personal computer or other office equipment and supplies; may involve sitting or standing for prolonged periods of time; must have the ability to operate a motor vehicle to travel to different sites and locations.

License or Certificate:
•Possession of a valid California Driver’s License – minimum “Class C” – to be maintained as a condition of continued employment.
•Possession of or ability to obtain within six (6) months of employment, an appropriate, valid CPR and basic First Aid Certificate.
•Possession of or ability to obtain within six (6) months of employment, certification as a Food Protection Manager by the National Restaurant Association-ServSafe®.

  • Project - 30% of total score
  • Oral Interview - 70% of total score
