Job Description:

Position Title: Monitoring and Evaluation and Public Engagement Specialist for Child Protection Compact Project

Contract type: Full time, fixed term

Report to: Project Director

The Mongolia Child Protection Compact (CPC) project’s main goal is to increase the capacity, the collaboration of the government, civil society, and private sector stakeholders to strengthen Mongolia's efforts to effectively prosecute and convict child traffickers with a victim-centered approach, to provide comprehensive trauma-informed care for child victims of trafficking (VOTs), and to prevent child trafficking in all its forms.

The DME and Public Engagement Specialist is responsible for leading and coordinating Monitoring, Evaluation, Accountability, and Learning (MEAL) functions of the CPC project, while also supporting public engagement, evidence dissemination, and donor visibility efforts during the cost-extension and close‑out period.

The position ensures that project implementation is evidence-based, results-oriented, and fully compliant with World Vision standards and TIP Office of the U.S. Department of State monitoring, reporting, and learning requirements. The role supports effective data systems, learning processes, accountability mechanisms, and strategic public engagement to demonstrate project results, promote sustainability, and strengthen stakeholder ownership.

Monitoring, Evaluation, Accountability, and Learning (MEAL) (45%):

·        Lead implementation and refinement of the CPC MEAL framework, including the Results Framework (RMP), MEL Plan, indicators, and reporting tools in alignment with donor requirements.

·        Coordinate and provide technical oversight for data collection, verification, analysis, and validation in collaboration with government counterparts, implementing partners, and sub-grantees, ensuring data credibility and usability.

·        Support endline, follow-up assessments, learning studies, and validation workshops during the cost-extension period.

·        Lead preparation of MEAL inputs for quarterly, annual, and final donor reports, ensuring accuracy, consistency, and evidence-based reporting.

·        Monitor progress against targets, identify implementation gaps, and provide actionable recommendations to the Project Director and technical team.

·        Promote adaptive management by facilitating reflection sessions, learning reviews, and documentation of lessons learned and good practices.

·        Support and oversee use of donor-required monitoring and reporting platforms (e.g., IMPAQ or equivalent systems), including training of staff and partners as required.

·        Monitor sustainability of project results, institutionalization of systems, and system-level changes during the cost-extension and closeout period.

Accountability and Safeguarding (20%)

·        Ensure project accountability to beneficiaries by supporting feedback and complaints mechanisms, responsiveness, and documentation of actions taken.

·        Promote ethical data collection practices, including informed consent, data privacy, confidentiality, and protection of sensitive child and survivor-related information.

·        Train project staff and partners on accountability principles, safeguarding, child protection, and donor accountability expectations.

·        Monitor partner compliance with World Vision safeguarding, PSEA, and anti-corruption policies.

Public Engagement, Evidence Use, and Knowledge Management (25%)

 

• Support evidence-based public engagement by transforming MEAL findings into knowledge products such as briefs, summaries, infographics, case studies, and presentations.
• Contribute to dissemination of annual data-driven reports, advocacy materials, and learning outputs targeting government, civil society, donors, and the public.
• Work closely with communication and advocacy colleagues to ensure alignment between evidence generation and public messaging.
• Support donor visibility and results dissemination activities in line with DOS/J‑TIP branding and marking requirements.
• Strengthen institutional memory by organizing and maintaining project databases, learning archives, and documentation systems.
• Support dissemination of evidence and learning products through joint events, briefings, or consultations with government partners, promoting transparency, use of evidence, and sustainability of results.

Coordination and Capacity Strengthening (5%)

• Provide MEAL technical support and capacity strengthening to implementing partners and government counterparts as required.
• Coordinate with WV technical advisors, the Strategy and Evidence Team, and DMEAL colleagues to ensure quality and consistency across reporting and learning outputs.
• Participate in planning, review, coordination, and close‑out meetings as required.
• Perform other duties as assigned by the Project Director.

Required Education, training, license, registration, and/or Certification

• University degree in Social Sciences, Development Studies, Statistics, Monitoring & Evaluation, Public Policy, Marketing or a related field.

Required Professional Experience

• Minimum 5 years of progressively responsible experience in MEAL for donor-funded development or humanitarian projects.
• Demonstrated experience working with U.S. Government–funded projects (preferably DOS, USAID, or similar).
• Strong experience with qualitative and quantitative data collection, analysis, and reporting.
• Experience supporting learning, evaluation, and use of evidence for advocacy or public engagement.
• Proven ability to work with multiple stakeholders, including government agencies and international partners.

Fluency in written and spoken English

The position requires ability and willingness to travel domestically (10%)

Preferred Experience,  Knowledge and/or other Qualifications

• Experience working in child protection, anti-trafficking, justice sector, or social services programming.
• Experience with learning studies, evaluations, or cost-extension / project close‑out processes.
• Familiarity with data visualization tools (e.g., Power BI, Tableau) or statistical software (e.g., SPSS).
• Prior experience with World Vision systems or similar INGO MEAL frameworks.
