Overview
Senior Operations Research Analyst (HSS)
Bowhead is seeking a Senior Operations Research Analyst to join our team for our Hawaii Support Services proposal effort in support of the Naval Undersea Warfare Center Keyport Division Detachment Pacific( NUWCDIVKPT) in Okinawa, Japan.
Responsibilities
- Demonstrate competence in planning and coordinating shop workflows, tooling, materials, and work instructions.
- Demonstrate strong logistics capabilities including inventory control, procurement, receiving, shipping, and material handling.
- Demonstrate skill in organizing and tracking program activities, schedules, and tasking.
- Demonstrate exceptional oral and written communication skills for clear interaction with engineers, machinists, suppliers, and customers.
- Develop, maintain, and refine internal processes and documentation.
- Maintain configuration management documentation and ensure proper revision control and traceability.
- Plan, schedule, and coordinate machine shop activities to support fabrication, prototyping, and production.
- Oversee logistics functions including inventory management, procurement, receiving inspection, and outbound shipments.
- Support program operations through schedule updates, reporting, documentation control, and inter-team communication.
- Collaborate with engineering and manufacturing teams to translate requirements into work instructions and shop activities.
- Maintain parts lists, process documentation, and material traceability in accordance with quality and defense-industry standards.
- Prepare clear written reports, updates, and communications for internal and external stakeholders.
- Assist in developing, improving, and enforcing internal processes and SOPs.
- Perform general office, program support, and project coordination tasks as required.
- Other duties as assigned.
Qualifications
- Bachelor’s Degree required.
- Desired U.S. Navy school(s) – ‘A’ and ‘C’ School for sonar system operator and maintenance.
- Desired Navy training in the operation and maintenance of surface ship combat systems and Anti-submarine warfare (ASW) tactics.
- Required minimum of fifteen (15) years active duty U.S.
- Navy Sonar System specific experience or fifteen (15) years civilian employment in U.S. Navy Shipyards, Warfare Centers or Defense Contractor working on U.S. Navy Sonar Systems.
- Required ten (10) years total experience in a supervisory, leadership, training and mentoring role directing technical personnel.
- Required ten (10) years total in surface ship ASW systems maintenance and sensor operations.
- Required minimum of five (5) years’ experience working with Afloat Training Group Western Pacific (ATGWP), DESRON 15, and Naval Surface Group Western Pacific and in-depth knowledge of their processes and procedures.
- Required experience and knowledge of acoustic analysis and ASW operations and tactics.
- Advanced level skills in Microsoft Office software suite (Word, Excel, Outlook, PowerPoint)
- Ability to communicate effectively with all levels of employees and outside contacts
- Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
This is a proposal effort the target rates for the contract are from $53.45 to $75.10 hour depending on the role and commensurate with experience.
Physical Demands:
- Must be able to lift up to 50 pounds
- Must be able to stand and walk for prolonged amounts of time
- Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS: Must be able to maintain a security clearance at the Top Secret level. US Citizenship is a requirement for Top Secret clearance at this location.
