Description
Position Description: Provides civilian payroll and workforce administration support to ARCENT G1 personnel operations. Processes payroll transactions, verifies labor accounting data, reviews time and attendance records, reconciles payroll discrepancies, and ensures compliance with federal payroll regulations, Department of Defense policies, and Army civilian personnel requirements. Conducts payroll audits, prepares payroll and workforce management reports, analyzes labor utilization and payroll data, and identifies discrepancies requiring corrective action. Coordinates with the Defense Finance and Accounting Service (DFAS), Civilian Personnel Advisory Centers (CPAC), human resources offices, and supervisory personnel to resolve payroll and personnel-related issues. Supports ARCENT G1 manpower and personnel readiness programs by maintaining accurate payroll records, workforce data, leave management documentation, and personnel accountability reporting requirements.
Core Duties and Responsibilities
- Provide civilian payroll and workforce management support to ARCENT G1 headquarters and subordinate organizations.
- Process payroll transactions, personnel actions, pay adjustments, benefits updates, and labor accounting entries in accordance with federal regulations, DoD policies, Army guidance, and organizational procedures.
- Review and validate payroll data, timesheets, leave records, attendance reports, premium pay transactions, and labor distribution records for accuracy and completeness.
- Monitor payroll processing activities to ensure civilian employees are paid accurately and on time.
- Reconcile payroll discrepancies, identify errors, and coordinate corrective actions with Defense Finance and Accounting Service (DFAS), Civilian Personnel Advisory Centers (CPAC), human resources offices, financial management personnel, and employees.
- Verify labor accounting data and ensure payroll costs are properly allocated to the appropriate funding sources, organizations, projects, and work activities.
- Conduct payroll audits and reviews to ensure compliance with Department of Defense (DoD), Army, Office of Personnel Management (OPM), Defense Finance and Accounting Service (DFAS), and applicable federal payroll regulations.
- Analyze payroll records, workforce data, and labor reports to identify trends, discrepancies, compliance issues, and process improvement opportunities.
- Prepare payroll reports, workforce management reports, labor utilization analyses, reconciliations, and management briefings for leadership and stakeholders.
- Support civilian workforce planning initiatives by providing payroll, personnel, and labor data for manpower management, budgeting, workforce forecasting, and resource allocation decisions.
- Assist with labor cost analysis, workforce cost reporting, and budget execution activities supporting organizational manpower and personnel management objectives.
- Maintain payroll records, personnel documentation, supporting records, and audit trails in accordance with records management and regulatory requirements.
- Coordinate with human resources personnel to ensure personnel actions, pay changes, benefits elections, leave adjustments, and employment status changes are accurately reflected in payroll and personnel systems.
- Research and resolve employee pay, leave, attendance, benefits, and labor accounting inquiries in a timely and professional manner.
- Monitor payroll system transactions and data integrity to ensure accuracy of personnel, payroll, and workforce records.
- Support internal and external audits, inspections, and compliance reviews by providing payroll documentation, workforce reports, and supporting analyses.
- Identify payroll processing risks, internal control weaknesses, and operational inefficiencies and recommend corrective actions.
- Develop and maintain payroll procedures, process documentation, desk guides, and standard operating procedures to support consistency and regulatory compliance.
- Participate in manpower, personnel, payroll, and workforce management meetings, working groups, and process improvement initiatives.
- Support personnel readiness and accountability programs by ensuring accurate workforce data and personnel reporting.
- Ensure safeguarding of Personally Identifiable Information (PII), payroll records, and sensitive personnel information in accordance with applicable security and privacy requirements.
- Maintain compliance with all applicable federal payroll regulations, personnel management policies, labor accounting standards, DoD directives, Army guidance, and workforce management procedures.
- Maintain an active Secret security clearance and comply with all security requirements associated with the position.
- Perform additional civilian payroll, personnel administration, workforce management, and manpower support duties as directed by ARCENT G1 leadership.
