Manages the scheduling of all bus and rail service operated by DART and its contractors to assure attainment of DART's on-time performance and cost efficiency goals; oversees the vehicle blocking and runcutting processes in accordance with established standards and guidelines, providing for cost effective utilization of manpower and revenue vehicles; provides for the supervision and development of a professional staff of schedule analysts, as well as support positions.Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Manages and oversee all staff, consultants and data collection efforts necessary to support the scheduling of equipment and manpower to assure effective utilization of available resources; supports the projection of future requirements for equipment and manpower.
- Oversees the implementation, maintenance, and daily use of computer scheduling software systems necessary to support the efficient development of bus/rail schedules and operator runcuts, and rosters.
- Manages the production of scheduling databases to support a variety of customer information and operator/payroll management functions within the organization.
- Manages the production of the operator route guides and detailed operating instructions for the Transportation Department.
- Analyzes existing bus schedules and runtimes to assure schedules meet on-time performance and cost effectiveness objectives.
- Oversees development of schedule modifications and new schedules to support the implementation of new routes and services and to achieve required reliability and efficiency of transit service.
- Directs, supervises and evaluates the performance of work of staff members to ensure compliance with work programs, timelines, and budgets.
- Responsible for the analysis of service and scheduling projects to determine status, compliance with requirements, cost-effectiveness and timelines.
- Makes changes or modifications to ensure compliance with established project objectives.
- Performs technical review of projects and prepares technical reports and correspondence.
- Remains current on new industry trends, methods, and technology.
- Makes formal presentations to management as required to communicate project(s) performance.
- Develops, submits for approval, and monitors project and contract budget(s) and takes action to correct variances and participates with periodic budget reviews.
- Prepares a variety of reports for management review.
- Performs other related duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
- Bachelor’s degree from an accredited college or university in Urban Planning, Transportation Planning/Engineering, Public Administration, Business or a related field.
- Seven (7) years of progressively responsible experience in transit operations and scheduling, with at least three (3) years of experience supervising transit scheduling personnel.
- Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
- Knowledge of budget development/analysis, and operational cost factors.
- Proficiency of PC software applications to include Microsoft Office or other related software applications.
- Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
