Job Description:

Department Overview:
TD's Enterprise Business Continuity and Crisis Management (EBCCM) Program enables the Bank to effectively manage and operate its businesses under adverse conditions. Enterprise Business Continuity and Crisis Management (EBCCM) within Operational Risk Management sits in the second line of defense and provides oversight to our business segments. EBCCM is TD's centre of expertise on Business Continuity & Crisis Management and is responsible for the formulation, communication and monitoring of EBCCM Board policies, standards, guidelines, reporting, education, methodologies, tools and plan/test development coordination. The team supports enterprise-level coordination of crisis events, planning, testing and training activities relating to interruption events or potential threats.

Reporting to the AVP, Enterprise Business Continuity and Crisis Management, the Senior Group Risk Manager is responsible for leading a team to conduct governance and framework oversight including regulatory, reporting, third-party and audit activities in support of the EBCCM Program. The role partners with the Business Intelligence team to define information needs and analyze data, dashboards and insights produced by that team. It uses those insights—together with regulatory developments, audit findings, risk information and external trends—to strengthen regulatory awareness, oversight, executive reporting and informed decision-making. The role also identifies practical opportunities to incorporate approved artificial intelligence and automation tools into existing processes, where they can improve analysis, monitoring, communication or efficiency, while maintaining appropriate controls and human judgment.
 

This role is responsible for managing stakeholders and coordinating across the program to support effective oversight and delivery. This position has the accountability to identify, address or escalate issues that could prevent reasonable assurance that business continuity and crisis management risks are understood and managed within the Bank's risk appetite. This position provides on-call crisis management support on a rotational basis and supports the delivery of crisis management activities throughout a realized event lifecycle.

Job Requirements:
The successful candidate will be able to deliver initiatives in a challenging and fast-paced environment, with an emphasis on extraordinary customer service. In this role, you will:
• Own the governance of EBCCM's program, including maintenance of its Policy & Standards.

• Collaborate with Enterprise stakeholders to ensure EBCCM is accurately represented in appropriate discussions.

• Oversee the Third Party BCM component of the program, ensuring Control Assessments and Contract Deviations are accurately reviewed and escalated accordingly.
• Partner with the Business Intelligence team to define reporting and analytical requirements and support the delivery of effective experiences to business segments.
• Analyze program data, dashboards and trends provided by the Business Intelligence team to identify emerging risks, control gaps, regulatory themes and opportunities to strengthen program performance.
• Integrate quantitative and qualitative insights into regulatory assessments, governance reporting, executive briefings, education and awareness activities, and recommendations for action.
• Identify and support appropriate uses of approved AI and automation tools to enhance analysis, monitoring, issue identification and communication, in partnership with relevant subject-matter experts and governance functions.
• Interpret
internal and external business challenges and the industry environment, and recommend courses of action and leading practices to improve change management effectiveness.

Communicate difficult concepts, convert data and information into compelling business context and advice, and influence alignment across senior stakeholders.

Collaborate with key program stakeholders, including Business Intelligence partners, to develop interaction and RASCI models with clear roles and responsibilities for data inputs, analysis, reporting, governance and escalation.

• Develop, foster and maintain effective relationships with business unit contacts and internal partners who support the Bank's BCCM Program.
• Use influencing skills to implement EBCCM changes within the organization, negotiating mutually agreeable, effective and efficient solutions to issues.
Monitor relevant regulatory developments and industry trends, assess their implications for EBCCM, and translate them into timely awareness, governance and action.
• Escalate issues internally to relevant partners to ensure risks are managed appropriately.
• Provide on-call crisis management support on a rotational basis and support crisis management activities throughout a realized event lifecycle.

• Lead a strong team, delivering against the program's objectives.
• Team player with strong communication, relationship management, consensus-building and influencing skills.
• Strong data literacy and analytical skills, with the ability to interpret dashboards, metrics and trends and translate them into options, recommendations and executive-level insights.
• Working knowledge of AI and automation capabilities, limitations and responsible-use considerations, with the judgment to identify appropriate applications in a regulated environment.

• Ability to prioritize, organize and complete multiple tasks with high attention to detail.
• Strong conceptual, analytical and problem-solving skills that can translate into options and recommendations.
• Ability to work effectively in an exciting and fast-paced environment while managing multiple priorities, combined with the ability to adjust to evolving needs.
• Ability to learn quickly, promote a positive team environment and exceed expectations with minimal supervision.
• Keep apprised of changes and trends in Third Party, Business Continuity, Crisis Management, operational resilience, regulation, data and emerging technology, and communicate relevant implications to the EBCCM team and businesses as appropriate.
