This position is in the Colorado Department of Public Health and Environment, Department of Environmental Health and Sustainability and has been recommended for reallocation to Budget Analyst III.

  

This announcement represents the selection process for an occupied, reclassified state position. This position is open only to classified permanent employees of Department of Environmental Health and Sustainability within the Colorado Department of Public Health and Environment. The Work Unit: 

The Fiscal Services Unit is under the direction of division’s Operations Section Manager. This unit supports all division activities with budget execution, grants management, cash fund management, ensuring proper procurement of goods and services. In addition, the unit ensures all programs and staff are compliant with Colorado fiscal rules, procurement code(s), and department policies. The Unit supports legislative activities by developing fiscal notes for introduced bills and coordinates with division senior leadership and other Unit and program managers to ensure new legislative initiatives have the appropriate resources for implementation


What You Will Do:

This position is also responsible for budgeting, tracking, balancing, monitoring, reporting, and managing all monies for assigned programs/grants. This position must independently use professional judgment and resources from a variety of areas to evaluate program needs compared with current funding levels, working with program management to ensure alignment of available resources with prioritized programmatic needs. This position provides budgetary and financial support to all levels of division management, assists in their achievement of service goals and objectives at the least possible cost to the Division, prepares and provides budget data and analysis to the central budget office for submission to the Office of State Planning and Budgeting (OSPB) and Joint Budget Committee (JBC) for long bill spending authority, helps prepare fiscal notes for legislative council staff on impending legislation, and other financial responsibilities as assigned.

Key Responsibilities: 

  • Position analyzes, develops and implements program/division and organization unit plans and budgets. Utilizes complex program data in the development of budgets. Determines organizational chart of accounts structure to meet the reporting needs of the program/division manager. Utilizes program knowledge to evaluate and monitor annual budgets developed for operating, personal services, and other related program expenses. Develop and provide staffing patterns that project personal services costs based on the needs of the division and relevant programs. 

  • Implement methods, procedures, and processes to improve workflow and productivity.   

  • Identify the need for various expense budgets, accounting adjustment, appropriation, and other transactions in the CORE accounting system.  

  • Advise program managers to ensure adherence with expense budgets, appropriation limitations, state fiscal rules, federal administrative guidance and other internal and external fiscal policy and procedures. This includes, but is not limited to, approving/disapproving hiring requests as well as developing solutions to unforeseen budget/fiscal related problems. Develop budget projections based on program knowledge and longrange plans. 

  • Serves as the primary liaison between division and Procurement and Contracts, facilitating the identification, initiation, and coordination of contract and purchase order (PO) needs and providing subject-matter expertise and guidance throughout the process.

Minimum Qualifications:

NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Minimum Qualifications:

Experience Only:

Seven (7) years of relevant experience in budget analysis or related to the work assigned to this position


Or


Education and Experience:

A combination of related education in Finance and/or relevant experience in budget analysis equal to seven (7) years.
