We have an exciting opportunity for a Principal Systems Engineer – Technical Subcontracts Manager supporting one of our premier programs in the Space Intelligence, Surveillance, and Reconnaissance (SISR) business unit, where your knowledge and experience working with subcontractors and vendors to manage and report costs, schedules, and technical performance baselines will be put to good use. In this role, you will support technical integration, program execution, technical interchange meetings, and proposal efforts while ensuring subcontractor and vendor deliverables meet program requirements. The work location is Dulles, VA or Richardson, TX.

What You Will Do

• Manage subcontractors and vendors, ensuring timely delivery and quality of products

• Manage and report subcontractor and vendor costs, schedules, and technical performance baselines

• Ensure subcontractor and vendor work comes together technically for each delivery

• Support technical interchange meetings with team members and other program personnel

• Provide status on assigned Integrated Master Schedule (IMS) tasks as required

• Conduct document reviews and resolve technical systems engineering and integration issues

• Develop subcontractor and vendor Statements of Work (SOWs) and support Engineering Change Proposal (ECP) efforts as required

• Support various proposal efforts

Qualifications You Must Have

• Typically requires a Bachelor's Degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 8 years of prior relevant experience

• Experience managing or working with subcontractors and vendors, including experience in a technical leadership role

• Experience with the systems engineering development lifecycle and change management processes

• Experience working with a program Integrated Master Schedule (IMS) or similar, as well as experience developing Statements of Work (SOWs) and Engineering Change Proposals (ECPs)

• Active and transferable DoD TS/SCI U.S. government-issued security clearance is required prior to start date, with the ability to obtain Special Program Access. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

• Experience in systems engineering functions including Concept of Operations (ConOps) development, system and product design, requirements management, technical risk management, and interface definition and control

• Systems engineering experience supporting a large government software development contract and experience with complex satellite ground systems

• Experience with earned value management systems (EVMS) and working in an Agile development environment with tools such as Jira, Confluence, and Bitbucket

• Experience as a Product Owner or Scrum Master and/or experience with requirements management using DOORS or other requirements databases

• Strong oral and written communication skills, collaboration skills, and the ability to work effectively in a team environment

The salary range for this role is 118,300 USD - 224,900 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
