The Town of Clayton is seeking applicants for a Part-Time Senior Finance Consultant for the Finance Department. The Town of Clayton employs more than 340 full-time staff in areas including police, fire, and electric utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec, Library, and Cultural Arts.

Leads or assists with preparation, review, and completion of the Town’s ACFR, annual financial statements, notes, schedules, and supporting workpapers in accordance with applicable standards and reporting requirements.
Coordinates assigned annual audit activities, including preparing the audit calendar and workbook, compiling requested documentation, tracking auditor requests and proposed adjustments, and supporting timely resolution of audit matters.
Performs and reviews fiscal year-end closing activities, reconciliations, adjusting and closing entries, account analyses, and verification of subsidiary records to the general ledger.
Assists the Chief Financial Officer and Accounting Manager with functional administration, maintenance, and optimization of the Town’s ERP system and related financial applications.
Maintains and validates financial data integrity, chart-of-accounts structures, account mappings, workflows, system configurations, reports, and interfaces that affect accounting and financial reporting.
Supports ERP upgrades, configuration changes, testing, user acceptance, report development, issue resolution, documentation, and coordination with Information Technology staff, vendors, consultants, and departmental users.
Researches and applies governmental accounting standards, North Carolina local government finance requirements, and audit guidance; recommends appropriate accounting treatments and internal controls.
Prepares or reviews complex financial reports, journal entries, account reconciliations, capital asset and debt schedules, grant records, and other analyses requested by the Chief Financial Officer.
Develops procedures, checklists, templates, training materials, and system documentation; provides technical guidance, cross-training, and knowledge transfer to Finance staff without exercising formal supervisory authority.
Assists with special finance projects, process improvements, business continuity planning, and other related duties assigned by the Chief Financial Officer.
Thorough knowledge of governmental accounting, fund accounting, generally accepted accounting principles, and Governmental Accounting Standards Board pronouncements.
Thorough knowledge of governmental financial statement preparation, fiscal year-end closing, annual audit processes, and supporting workpaper requirements.
Considerable knowledge of North Carolina local government financial administration, including the Local Government Budget and Fiscal Control Act.
Considerable knowledge of governmental ERP systems, financial data structures, automated workflows, system controls, and financial reporting tools.
Skill in preparing and reviewing complex journal entries, reconciliations, financial statements, disclosures, schedules, reports, and technical accounting analyses.
Skill in advanced spreadsheet use, financial data analysis, report development, system testing, troubleshooting, and documentation.
Ability to evaluate financial business processes, maintain data integrity, resolve accounting or system discrepancies, and recommend practical improvements.
Ability to manage multiple high-priority assignments and meet audit, reporting, and implementation deadlines with limited supervision.
Ability to exercise sound professional judgment, discretion, objectivity, and confidentiality when handling sensitive financial information.
Ability to communicate complex accounting and financial systems information clearly and maintain effective working relationships with employees, auditors, vendors, consultants, and governmental partners.
- Bachelor's Degree required in Accounting, Finance, Business Administration, Public Administration or closely related field required. Master Degree is preferred.
- Certified Public Account (CPA) required in good standing or a current North Carolina local government finance officer certification recognized for local government finance professionals.
- Minimum of ten (10) years of progressively responsible professional experience in governmental accounting, auditing, financial reporting, or public finance administration. Experience must include substantial responsibility for governmental financial statement preparation, fiscal year-end closing, annual audit support, and ERP or financial systems administration. Significant local government experience is required; North Carolina municipal or county government experience is preferred.
