Responsibilities

Sargent & Lundy is seeking a Test Engineering Consultant 2 to support the planning, execution, and delivery of distributed control system (DCS) and digital instrumentation and controls (I&C) upgrade projects for nuclear power clients.

 

This role will provide technical leadership across the test engineering lifecycle, including test strategy, procedure development, factory and site testing, issue resolution, commissioning support, and turnover. This candidate will work closely with project managers, I&C design engineers, suppliers, utility personnel, and field teams to ensure digital upgrade solutions are thoroughly verified, safely implemented, and compliant with applicable nuclear industry requirements.The position is remote with an estimated 25% travel to client sites, vendor facilities, project offices, and other locations, as needed.

 

Key Responsibilities

  • Serve as the test engineering technical lead for DCS and digital I&C upgrade projects.
  • Develop and maintain project-specific test strategies, test plans, test procedures, and acceptance criteria.
  • Support factory acceptance testing (FAT), integrated system testing, site acceptance testing (SAT), pre-operational testing, and commissioning activities.
  • Coordinate with discipline leads and project teams across business units to ensure alignment on technical scope, priorities, and deliverables.
  • Coordinate test scope, interfaces, schedules, prerequisites, resource alignment, equipment, and documentation across engineering and project teams.
  • Review digital control system designs, logic, displays, alarm functionality, communication interfaces, system configurations, and supporting documentation for testability and completeness.
  • Direct the identification, documentation, evaluation, and resolution of test discrepancies and potential deficiencies.
  • Provide technical guidance to test engineers and other project personnel, including coaching, work planning, and review of deliverables.
  • Interface with clients, vendors, construction and commissioning organizations, and regulatory stakeholders as appropriate.
  • Develop project-specific project management and commissioning/testing plans with clear acceptance criteria, verification/validation requirements, and turnover deliverables.
  • Support project estimates, proposals, schedules, resource plans, and execution strategies.
  • Ensure testing activities are performed in accordance with approved procedures, quality requirements, configuration controls, cybersecurity expectations, and applicable nuclear standards and regulations.
  • Prepare clear technical reports, test records, turnover packages, status updates, and recommendations for project leadership.
  • Identify opportunities to improve test methods, standardize deliverables, and strengthen execution across the digital I&C practice.
  • Conduct post-project reviews to capture lessons learned and systematically improve future nuclear project execution.

Essential Skills

  • Bachelor’s degree in electrical engineering, computer engineering, nuclear engineering, controls engineering, or a related discipline.
  • 10+ years' experience in test engineering, commissioning, systems integration, or I&C engineering within the nuclear power or other highly regulated industry.
  • Demonstrated experience with DCS, digital I&C systems, plant control systems, or related automation platforms.
  • Experience developing, reviewing, and executing formal test procedures and acceptance testing programs.
  • Strong understanding of system integration, requirements traceability, configuration management, verification and validation principles.
  • Ability to lead technical work, manage competing priorities, and deliver high-quality work to schedule.
  • Excellent written and verbal communication skills, with the ability to work effectively with clients, vendors, and multidisciplinary teams.
  • Ability and willingness to travel approximately 20 to 25%.

Preferred Experience

  • Professional Engineer (PE) license or equivalent technical credential.
  • Experience supporting nuclear plant modifications, digital modernization programs, DCS replacements, or digital I&C upgrades.
  • Experience with platforms such as Emerson Ovation, Siemens, Foxboro, Schneider Electric, GE, or comparable nuclear-grade control systems.
  • Familiarity with nuclear quality assurance programs and standards, including 10 CFR 50 Appendix B, IEEE 7-4.3.2, IEEE 603, ASME NQA-1, and applicable NRC guidance.
  • Experience with human factors engineering, safety-related and non-safety-related digital systems, cybersecurity controls, or safety system modernization.
  • Experience leading FATs, SATs, integrated testing, or outage-related implementation and testing activities.
  • Project management, work planning, estimating, or client-development experience.
  • Proficiency with Microsoft Office; strong organizational and time-management skills.
  • Core skills: project governance, scheduling, cost management, risk/issue tracking, vendor management, process improvement, team leadership, stakeholder communication, and organizational alignment
  • Comfortable supporting station outage activities such as Outage Support, as required.

Compensation Range

$145,310.00 - $222,001.00
