This role provides technical direction throughout conceptual design, regulatory review, permitting, construction documentation, and construction administration; manages coordination with professional staff, clients, contractors, and government officials; and supports the development of less-experienced team members. This position will interact with staff and projects in all offices and on projects in locations throughout the country. The right candidate may live and work in the Kansas City Area; Houston, Texas; or near Wichita, Kansas.

Responsibilities

· Lead internal and external client discussions regarding project requirements, scope, concept and design development, and design presentations.

· Lead research and investigation of site requirements, applicable regulations, and approval processes with local jurisdictions.

· Plan and conduct site visits and field measurements to validate existing site and as-built conditions.

· Represent the project team in meetings with municipal officials, regulatory agencies, and other authorities regarding project requirements, interpretations, and approvals.

· Direct coordination among project staff, associated disciplines, and subconsultants on drainage, traffic, water and wastewater, utilities, surveying, and other land-use and development concerns.

· Prepare and review complex design calculations, technical analyses, reports, specifications, and opinions of probable construction cost, as appropriate.

· Establish work plans, assign tasks, review deliverables, and provide technical guidance to engineers, designers, technicians, and administrative staff.

· Lead preparation and quality review of drawings and specifications for consistency with company standards, client requirements, applicable codes, accuracy, and timeliness.

· Produce and approve final hard-copy and electronic documents suitable for submission to clients and regulatory authorities in accordance with contract requirements.

· Lead coordination with contractors during construction administration, including responses to requests for information, submittal reviews, and design clarifications.

· Review civil drawings prepared by outside civil engineers for compliance with program and land-use needs and for coordination, clarity, constructability, and accuracy.

· Support project management activities including scope development, fee estimates, contracting, schedules, budgets, risk identification, and communication with clients and consultants.

· Mentor less-experienced staff, share technical knowledge, and contribute to consistent quality and professional development across the civil engineering team.

· Support construction administration activities on behalf of clients and conduct field inspections as needed.

· Review contractor schedules, progress, and work for compliance with contract documents and communicate concerns and recommended corrective actions.

Examples of job responsibilities are not intended to be all inclusive. TESSERE reserves the right to assign additional responsibilities as needed.

Knowledge, Skills, and Abilities

· Advanced knowledge of municipal, state, and federal regulations affecting site development and civil design.

· Demonstrated knowledge of site permitting processes, approval strategies, and their effects on project schedules, risks, and lead times.

· Ability to interpret codes and technical requirements, evaluate compliance alternatives, and communicate effectively with code officials and reviewing authorities.

· Advanced proficiency with Autodesk products, including AutoCAD and Civil 3D, and proficiency with Microsoft Office applications.

· Strong client-service, consultation, presentation, and relationship-management skills with internal and external clients.

· Sound professional judgment, a strong sense of urgency, and self-initiative in managing commitments and meeting client deadlines.

· Ability to organize, prioritize, and monitor the scope, schedule, budget, quality, and progress of multiple concurrent projects.

· Ability to work independently, lead multidisciplinary teams, mentor colleagues, and collaborate effectively across offices and disciplines.

· Ability to travel to project sites and move across potentially uneven and undeveloped terrain to assess conditions relevant to project development.

· Ability to communicate complex technical information clearly and effectively, both orally and in writing, using the English language.

· Ability to traverse uneven terrain, climb steps or ladders, and tolerate airborne environmental nuisances associated with construction sites.

· Ability to visually survey, measure, and assess project sites, site elements, and work under construction.

An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.

Requirements

· 8 or more years of progressively responsible experience in civil engineering, including significant experience leading site-development projects.

· Bachelor’s degree in Civil Engineering from an ABET-accredited program.

· Active Professional Engineer license in at least one U.S. state, with the ability to obtain additional licensure as project needs require.
