About the Role
The HR & Payroll Executive plays a critical role in delivering seamless, end-to-end payroll operations for our Singapore GWM manufacturing entity, while serving as a trusted partner in the broader HR ecosystem. This role offers deep exposure to end-to-end Payroll execution, HR Service Delivery, vendor management, and cross-functional HR projects.
Key Responsibilities
1. Payroll Excellence & Governance
- Lead the end-to-end monthly payroll execution for assigned Singapore entities, ensuring 100% accuracy, timeliness, and compliance with internal timelines, requirements and local statutory regulations.
- Audit downstream data flows from cross-functional business areas (e.g., Benefits, Global Mobility, Talent Acquisition) that comes from Workday or other sources to ensure accurate inputs and adjustments with the payroll vendor.
- Act as the primary operational point of contact for the payroll vendor, ensuring deliverables align with organizational business needs.
2. Compliance, Audit & Statutory Relations •
- Serve as the official liaison for Singapore statutory authorities (e.g., CPF Board, IRAS, MOM), managing submissions, reporting, and inquiries.
- Uphold strict data privacy and confidentiality standards, driving a zero-breach environment.
- Support internal and external local/global data audits, ensuring all compliance imperatives are flawlessly met.
3. Employee Experience & HR Service Delivery
- Serve as the first-level resolution expert for employee and manager inquiries on Payroll related matters via ServiceNow, live chat, and email, ensuring a high-touch, efficient customer service experience.
- Utilize the HR case management system (ServiceNow) to track, manage, and close inquiries, keeping stakeholders informed with transparent, regular updates.
- Provide clear guidance to employees and business stakeholders regarding payroll cut-offs, statutory requirements, and company policies.
4. HR Optimization & Strategic Projects
- Champion continuous improvement by identifying, designing, and implementing process enhancements across local HR and payroll workflows.
- Partner collaboratively with internal stakeholders (such as Finance, Site Leads, HR Business Partners, and LOC HR) on ad-hoc HR initiatives, statutory surveys, and data requests.
- Contribute to regional or entity-specific HR projects as directed by the Regional Payroll Lead.
Key Requirements
- Minimum 3 years of hands-on payroll experience, preferably supporting Singapore payroll operations.
- Strong understanding of Singapore payroll statutory requirements, including CPF, Ordinary Wage (OW), Additional Wage (AW), overtime calculations, and payroll adjustments.
- Experience supporting payroll for a manufacturing, factory, or shift-based workforce is highly preferred.
- Able to review, validate, and reconcile payroll outputs, especially when working with an outsourced payroll vendor.
- Experience handling payroll exceptions such as backdated overtime claims, retroactive adjustments, and CPF recalculations.
- Familiarity with HR/payroll systems such as Workday, and employee case management tools such as ServiceNow, would be an advantage.
- Strong attention to detail, problem-solving skills, and ability to manage high-volume employee payroll queries.
- Able to communicate effectively with employees, internal stakeholders, and payroll vendors to resolve payroll-related issues.
