Embracing varying opinions and perspectives strengthens our core values which are: Respect, Excellence, Leadership, Loyalty, Integrity, and Selfless Service.
Who we are
As one of the fastest-growing academic health centers in the nation, Texas A&M Health encompasses five colleges and numerous centers and institutes working together to improve health through transformative education, innovative research and team-based health care delivery.
What we want
The Director of the Access to Care Program will lead a grant-funded initiative establishing permanent, staffed points of care in thirty-three Texas counties that currently have no medical services. Each county access point is a purpose-built modular clinical facility anchored by a partnering federally qualified health center, with services determined by community need, partner capacity, and site conditions. The Director heads the project and is accountable for its outcome — its design, deployment, clinical quality, partnerships, and budget.
What you need to know
Travel: Travel to program sites across Texas as required, including overnight travel and occasional evening or weekend commitments for community events and site openings.
Schedule: This position may require work beyond normal office hours and/or work on weekends.
Please note: This position is grant funded; future employment may be contingent upon future funding.
Responsibilities:
Site Development and Capital Deployment:
- Owns the full capital pathway for each site: specification, fabrication oversight, transport, siting, utility and connectivity provisioning, commissioning, and acceptance
- Directs vendor selection and contract administration consistent with university procurement requirements, and secures land use, permitting, and local approvals with county and municipal authorities
- Obtains and maintains the federal, state, and local regulatory authorizations required for each site’s approved scope of service, and establishes the equipment, supply, and maintenance model that keeps sites operating once opened
Clinical Program Design and Quality Oversight
- Defines the scope of clinical service at each site, including the on-site care model and supporting remote clinical, diagnostic, and pharmacy services, adapted to county need, partner capacity, and site capability
- Establishes clinical protocols, escalation and transfer pathways, and coverage arrangements appropriate to communities without local hospital services
- Sets the quality, safety, and clinical governance framework, and oversees credentialing, privileging, licensure, and supervisory arrangements for on-site and remote clinical personnel, with appropriate legal and compliance review
- Ensures that programs, activities, and services comply with University, State, and Federal regulations
Partnership Development and Community Engagement:
- Recruits, negotiates with, and manages the federally qualified health centers anchoring each site, including affiliation agreements, staffing commitments, supervisory arrangements, and site designations
- Develops relationships with county officials, emergency services, regional hospitals, and community organizations; leads community engagement ahead of each opening; and represents the program to agencies, funders, and the public
Fiscal Stewardship and Grant Compliance:
- Holds budget authority and accountability for the grant across capital and operating costs, manages expenditure against award terms, and prepares the required programmatic and financial reporting
- Develops the post-award sustainability model and pursues additional funding to extend, deepen, or replicate the program
Program Leadership and Deployment Strategy:
- Sets program strategy, deployment sequence, and the county opening schedule required to complete thirty-three sites within four years, and revises that sequence as site readiness, partner capacity, and funding dictate
- Builds and directs the implementation team, secures the institutional effort the program requires, and serves as the program’s principal representative to university leadership, funders, state agencies, and external partners
- Establishes the repeatable site playbook, readiness criteria, and risk management approach so each successive opening is faster and less costly than the last
Evaluation, Dissemination and Academic Contribution:
- Directs the program evaluation, including access, utilization, clinical outcome, and cost measures, and ensures the data capture and reporting infrastructure to support it
- Contributes to dissemination of the distributed care model and to the educational mission through supervision, teaching, or preceptorship as assigned
- Performs other duties as assigned
Qualifications:
Required Education and Experience:
- Bachelor’s degree in applicable field or equivalent combination of education and experience
- Ten (10) years of related experience in management
Required Licenses and Certifications:

- Demonstrated experience leading multidisciplinary teams toward defined operational milestones
- Demonstrated experience delivering or developing health care services in rural or medically underserved communities
- Experience managing a grant-funded, contract-funded, or capital program budget, including sponsor or funder reporting
- Experience developing or operating a rural telehealth network, including specialty panel recruitment, hospital or clinic contracting, and after-hours coverage models
- Experience standing up point-of-care laboratory testing, limited-scope diagnostic imaging, or on-site dispensing in a new clinical facility
- Experience with modular, mobile, or containerized clinical facility deployment, or comparable capital project delivery in a health care setting
- Experience in successful grant capture and administration, including federal and state health program awards
- Prior academic appointment, and a record of peer-reviewed publication or scholarly dissemination in rural health, telehealth, or health services delivery
- Familiarity with Texas rural health policy, state health agency programs, and the rural hospital and clinic landscape

- Working knowledge of telemedicine service delivery, including licensure, credentialing, supervision, and prescribing considerations
- Ability to plan and execute a multi-site deployment on a fixed schedule while maintaining operations at previously opened site
