Opportunity Overview
The City of Iqaluit is seeking a skilled and motivated Project Officer to support the planning, coordination, and delivery of critical municipal infrastructure projects. Reporting to the Manager of Engineering and Capital Projects, this role oversees capital and operations projects, regulatory compliance activities, infrastructure permitting, and contractor management. The successful candidate will play an important role in maintaining and improving essential community infrastructure while working closely with consultants, contractors, regulatory agencies, and municipal staff.
Compensation Snapshot
- Hourly Rate: $51.71 per hour
- Hours of Work: 35 hours per week
- Settlement Allowance: $20907.44 per year
- Status: Full-time, permanent position

- Coordinate and oversee municipal capital and operations projects to ensure work is completed safely, on time, within budget, and according to approved specifications.
- Manage procurement and tendering activities, review bids, support contract negotiations, and administer project agreements.
- Conduct site inspections, monitor contractor performance, review progress claims, and support project close-out activities.
- Administer utility connection permits, road cut permits, and rights-of-way activities affecting municipal infrastructure.
- Prepare project reports, regulatory documentation, consultant evaluations, and Water Licence reporting requirements.
- Support engineering planning activities, business case development, and capital improvement initiatives.
- Degree or diploma in Civil Engineering, Civil Engineering Technology, or a closely related discipline.
- Minimum five (5) years of experience managing engineering, construction, infrastructure, or municipal projects.
- Demonstrated knowledge of engineering and construction practices, preferably in northern or remote environments.
- Strong project management, contract administration, budgeting, contractor coordination, and regulatory compliance skills.
- Proficiency with Microsoft Office applications and experience using AutoCAD. Experience with permitting, utility infrastructure, and municipal operations is considered an asset.
- Ability to prepare technical reports, manage multiple priorities, build collaborative relationships, and communicate effectively with diverse stakeholders.
