Description

The Public Safety Technology Administrator is responsible for the administration, support, and maintenance of mission-critical technology systems used by public safety agencies including law enforcement, fire, EMS, emergency management, and 911 dispatch operations.

This position manages specialized public safety applications, mobile technologies, and communication systems to ensure reliable, secure, and compliant operations. The position works closely with public safety leadership, dispatch centers, GIS, and technology vendors to maintain high availability of systems supporting emergency response and public safety operations.

Starting pay is dependent on an applicant's relevant experience.  

General Duties

  1. Designs, implements, and manages enterprise infrastructure, including on-premises and cloud-based environments, servers (physical and virtual), storage systems, backup solutions, and cybersecurity controls. 
  2. Monitors and maintains the health, performance, and availability of IT systems, including networks, servers, endpoints, and backup platforms, using modern monitoring tools and analytics; proactively identifies, troubleshoots, and resolves issues. 
  3. Establishes and enforces technology standards and best practices for network infrastructure, structured cabling, hardware, software platforms, cybersecurity, and system configurations. 
  4. Provides technical leadership and strategic input in the planning, development, and optimization of the County’s IT infrastructure and services. 
  5. Serves as a key technical resource for enterprise technology projects, including digital transformation initiatives such as document management systems, web and intranet platforms, unified communications/VoIP, and cloud migrations. 
  6. Implements and maintains cybersecurity measures to protect County systems and data, including endpoint protection, email security, vulnerability management, and compliance with applicable standards (e.g., CJIS, HIPAA where applicable). 
  7. Develops, maintains, and improves technical documentation, including network diagrams, system configurations, standard operating procedures, and disaster recovery plans. 
  8. Evaluates, recommends, and implements technology solutions to ensure system performance, scalability, security, and interoperability across the County’s IT environment. 
  9. Provides Tier 2/3 technical support and escalation assistance for end-users and departmental systems, including advanced troubleshooting, hardware support, and coordination with vendors. 
  10. Performs additional duties and responsibilities as assigned, supporting the overall mission and operational needs of the IT Department. 
  11. Maintains current knowledge of emerging technologies and industry trends through ongoing professional development, training, certifications, and participation in relevant organizations.
  12. Serves in an “On-Call” capacity for system emergencies.

Public Safety System Administration

  1. Administers and maintains public safety technology platforms including Computer Aided Dispatch (CAD), Records Management Systems (RMS), Jail Management Systems, and mobile data systems.
  2. Configures and maintains user accounts, permissions, and system security settings.
  3. Performs system updates, patch management, and configuration changes.
  4. Troubleshoots application issues and coordinates vendor support when necessary.

911 Dispatch Technology Support

  1. Supports 911 Public Safety Answering Point (PSAP) technology including call-handling equipment and dispatch systems.
  2. Assists with Next Generation 911 (NG911) system implementation and maintenance.
  3. Ensures system redundancy, uptime, and disaster recovery capabilities.

Mobile and Field Technology Support

  1. Maintains mobile computing systems used in patrol vehicles including laptops, tablets, docking stations, and cellular modems.
  2. Supports body camera systems, in-car video systems, and digital evidence platforms.
  3. Manages secure remote access and mobile device connectivity.

Security and Compliance

  1. Ensures compliance with Criminal Justice Information Services (CJIS) Security Policy and other applicable regulations.
  2. Maintains access control, system auditing, and logging requirements.
  3. Assists with CJIS audits and documentation requirements.
  4. Implements cybersecurity best practices for public safety systems.

System Integration and Data Management

  1. Supports integrations between CAD, RMS, jail, court, and state reporting systems.
  2. Assists with data exchange and interoperability between county departments and external agencies.
  3. Maintains system documentation and configuration records.

Incident Response and On-Call Support

  1. Provides technical support for mission-critical systems impacting public safety operations.
  2. Participates in an on-call rotation to support 24/7 emergency services.
  3. Assists in system recovery efforts during outages or emergency events.

Project Implementation

  1. Participates in technology projects including system upgrades, replacements, and new system implementations.
  2. Assists with vendor coordination, system testing, and deployment activities.
  3. Recommends improvements to public safety technology infrastructure.

Training and User Support

  1. Provides technical training and guidance to dispatch staff, deputies, and other public safety personnel.
  2. Develops documentation and user procedures for supported systems.
  3. Assists departments in identifying technology solutions that improve operational efficiency.

This may not be inclusive of the total scope of job functions to be performed.  Subject to other duties as assigned.

Minimum Qualifications

  • Three to five (3–5) years of experience supporting enterprise technology systems.
  • Must possess and maintain a valid Michigan driver’s license.

Preferred Qualifications

  • Bachelor’s Degree in Information Technology, Computer Science, Criminal Justice Technology, or related field. (Relevant experience may substitute for education.)
  • Experience supporting public safety technology systems such as CAD, RMS, 911 systems, radio communications, or mobile computing environments is preferred.
  • Experience supporting CAD/RMS systems
  • Experience working in a 911 dispatch or law enforcement technology environment
  • Experience with mobile device management and field technology
  • Familiarity with CJIS security compliance

Knowledge, Skills, and Abilities

  • Knowledge of public safety technology systems and emergency service operations.
  • Knowledge of CJIS security requirements and best practices.
  • Ability to troubleshoot complex technical systems in high-pressure environments.
  • Ability to communicate effectively with technical staff and non-technical public safety personnel.
  • Ability to manage multiple priorities and respond to urgent operational issues.
  • Strong documentation and organizational skills.

Physical Requirements

  • Ability to lift and move 50 plus pounds computer and communications equipment.
  • Ability to work in confined areas such as dispatch centers, equipment rooms, and patrol vehicles.
  • Ability to travel to various county facilities to support technology systems.

Working Conditions

  • Work is mostly performed in an office environment.
  • Work is performed in both office and public safety operational environments including dispatch centers and LAW/FIRE/EMS facilities.
  • Able to navigate and climb ladders.
  • Able to traverse roof tops and crawl in small spaces
  • Able to work in loud hot spaces.
  • May be forced to work in inclement weather conditions.
  • Ability to travel to various County facilities throughout multiple counties.
  • May require after-hours work for incident response or emergency response to support and maintain critical systems.
  • May participate in IT on-call rotation.
