Description:

THIS POSITION IS AN IN-HOUSE ONLY JOB POSTING. YOU MUST CURRENTLY BE EMPLOYED BY THE CITY OF LOGAN TO APPLY FOR THIS POSITION.

Under limited supervision, oversees and coordinates the activities of water maintenance crews involved in the operation, construction, maintenance and repair of the City of Logan water systems including transmission lines, wells, springs, booster pumps, reservoirs, SCADA, service lines, meters, fire hydrants, and other duties as assigned by the Division Manager or Public Works Director.

Responsibilities:

Supervises a work crew involved in water distribution system maintenance and repair by monitoring the activities of individual crew members; inspects work in progress and completed jobs; coordinates work assignments by determining priorities schedules projects on a daily and weekly basis; assigns individual crew members to various aspects of the project; completes tasks (work orders) through online asset management programs; orders materials and equipment needed for projects; trains employees and evaluates performance. Establishes and enforces work standards and operating procedures to ensure that jobs are completed in a timely manner and in conformance with established standards and safety practices and procedures; completes a variety of forms, records, and reports associated with project cost, problems encountered, and work completed, including equipment, materials, and supply requisitions, crew time sheets, vehicle mileage and usage forms, and purchase vouchers. Determines appropriate placement of barricades, traffic cones, and flaggers to safely reroute traffic away from work areas; instructs crew members in new or revised techniques and procedures, including equipment operation, associated with the maintenance and repair of water distribution systems; participates in all aspects of water distribution systems maintenance and repair.

Knowledge, Skills, and Abilities:

Knowledge of materials, practices and equipment used in water distribution system operation, maintenance and repair activities. Knowledge of the elements of construction technology as they relate to the assigned maintenance and repair activities. Knowledge of materials, practices and equipment used in water distribution system operation, construction, maintenance and repair activities. Knowledge of the elements of construction technology as they relate to the assigned construction, maintenance and repair activities. Knowledge of the uses and capabilities of various water distribution system maintenance and related equipment. Knowledge of the principles and practices of employee supervision and training. Skill in following oral and written instructions regarding water system maintenance and related activities. Skill in coordinating work assignments, and ordering materials and equipment needed to complete a job. Skill in supervising and training subordinate personnel in all aspects of water system maintenance and related work. Skill in establishing and maintaining effective working relationships with upper management, contractors, co-workers and the general public. Skill in communicating clearly and concisely, both orally and in writing. Knowledge of work order production manipulation, scheduling, use and completion of required. Knowledge of GIS, GPS, and data management is necessary and a daily part of the job performance. Knowledge of asset management type computer programs to track tasks (work orders). Knowledge of State of Utah Division of Drinking Water Rules and Regulations. Knowledge of basic hydraulic calculations and principles Knowledge of the principles and practices of employee supervision and training. Skill in supervising and training subordinate personnel in all aspects of water system maintenance, system operations, and related work.

Qualifications:

High School GED or equivalent AND experience equivalent to three (3) years full-time water distribution system construction, maintenance and repair work. Must possess a Water Distribution IV Certificate from the State of Utah. Must possess a valid Utah Commercial Driver's License (CDL) at a level appropriate to the equipment operated. Must be detail oriented, organized, and work well with others. Must have knowledge of camera and computer systems, and online asset management programs. Must be able to operate controls of vehicle, repeatedly using wrists and hands. Ability to work in extreme hot and cold environmental conditions. Must be capable of lifting in excess of 75 pounds without adverse consequences. Must be able to climb in and out of vehicles repeatedly.
