Description
- Emergency Preparedness & Coordination - establishing rapid response teams, provincial search and rescue units, and activating emergency operations centers.
- Shelter & Relief Support - pre-positioning emergency supplies, constructing temporary shelters, and ensuring rapid deployment within 24-72 hours after disasters.
- Health & WASH Services - training health workers, deploying mobile medical camps, distributing dignity kits, and restoring safe water and sanitation systems.
- Protection & Logistics - providing mental health and psychosocial support, safeguarding vulnerable groups, and creating an emergency transportation fund for rapid deployment.
1. Provincial Capacity Strengthening (30%)
Strengthen the technical and institutional capacities of provincial government agencies, particularly the Provincial Emergency Operations Center (PEOC), on disaster risk reduction (DRR), emergency preparedness, and humanitarian response. Provide technical support to improve provincial disaster management systems and coordination mechanisms.
2. Coordination and Stakeholder Engagement (20%)
Build and maintain effective coordination with provincial government agencies, humanitarian partners, and other relevant stakeholders. Represent LWR in provincial-level coordination forums and support joint planning and collaboration for disaster preparedness and response.
3. Training and Technical Support (20%)
- Plan and facilitate training, workshops, simulation exercises, and other capacity-building activities on DRR, emergency preparedness, health emergencies, and humanitarian response. Provide ongoing technical guidance to government counterparts and partners to strengthen preparedness and response capacities.
- Policy and Systems Strengthening
- Support the review, implementation, and improvement of provincial DRR and emergency management policies, plans, and standard operating procedures. Strengthen PEOC systems and support the functionality and effective use of DRR equipment and Early Warning Systems (EWS).
- Maintain effective communication with government counterparts, implementing partners, humanitarian actors, and the LWR Nepal office.
- Prepare timely, accurate, and high-quality technical reports, progress updates, and documentation under the guidance of the DRR, Emergency and Humanitarian Response Manager and Senior Program Director.
- Work closely with M&E officer and maintain all the project data, case studies, photos
- Bachelor's with at least 5 years' progressive experience in designing, managing, implementing, and monitoring the DRR, health preparedness, emergency and humanitarian response related projects.
- Experience working with local-based NGOs and community organizations
- Experience living and/or working in developing countries preferred.
- Good understanding of concept of DRR, early warning, anticipatory early action, climatic resilience and emergency health preparedness programming.
- Should have understanding of humanitarian standards such as CHS, HAP, SPHERE.
- Excellent communication and influencing skills to communicate effectively and credibly, both verbally and in writing in English. Nepali language fluency required
- Familiarity with humanitarian systems internationally and in Nepal
- Demonstrated ability to work effectively with government systems mainly at province.
- Ability to travel at least 80% of the time.
- Proficiency in Office 365 applications including Word, Excel, SharePoint, and PowerPoint. Ability to work effectively both independently and as part of a team.
- The physical requirements that may be needed to execute responsibilities may include bending, standing, and walking, etc.

- LWR has an in-person work policy, with all employees reporting to the office Monday through Friday. The employee must be available to work outside normal office hours or on the weekends as required.
- This position must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in different locations, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
