Job Summary: 

The Human Resources Manager is responsible for overseeing the daily operations of the Human Resources department while ensuring compliance with federal, state, and local employment laws. This role partners with leadership to support organizational goals through strategic recruitment, employee relations, performance management, policy administration, training, compliance, and employee engagement. The HR Manager serves as a trusted resource for employees and management, fostering a positive, compliant, and high-performing workplace culture.  


Job Duties and Responsibilities:

Recruitment & Talent Acquisition

  • Oversee the full-cycle recruitment process, including sourcing, interviewing, hiring, and onboarding.
  • Develop and implement effective recruitment strategies to attract qualified candidates.
  • Partner with department leaders to identify staffing needs and workforce planning initiatives.
  • Ensure a positive candidate experience throughout the hiring process.

Employee Relations

  • Serve as the primary point of contact for employee relations matters.
  • Conduct investigations involving workplace concerns, policy violations, and employee complaints.
  • Provide coaching and guidance to managers on employee performance, disciplinary actions, and conflict resolution.
  • Foster a culture of professionalism, accountability, and employee engagement.

Performance Management

  • Oversee the performance evaluation process and ensure timely completion of annual reviews.
  • Assist managers with performance improvement plans, coaching, corrective actions, and employee development.
  • Support succession planning and leadership development initiatives.

HR Compliance

  • Ensure compliance with all applicable federal, state, and local employment laws.
  • Maintain and update employee handbook, policies, and HR procedures.
  • Oversee compliance with wage and hour laws, leave administration, workers' compensation, unemployment claims, and employee records.
  • Maintain confidentiality of sensitive employee information.

Training & Development

  • Coordinate and facilitate new hire orientation and onboarding programs.
  • Develop and implement leadership, compliance, and employee development training.
  • Support managers with ongoing coaching and professional development initiatives.

Compensation & Benefits

  • Assist with compensation planning, salary benchmarking, and market analysis.
  • Oversee employee benefits administration and annual open enrollment.
  • Partner with payroll to ensure accurate processing of employee changes.

HR Operations

  • Supervise HR staff and provide leadership, coaching, and performance management.
  • Oversee HRIS administration and maintain accurate employee records.
  • Prepare HR reports, metrics, and workforce analytics for leadership.
  • Develop and improve HR processes to increase efficiency and employee satisfaction.

Policy Administration

  • Interpret and consistently enforce company policies and procedures.
  • Recommend policy updates to support organizational growth and compliance.
  • Ensure consistent application of policies across all departments and locations.

Strategic Leadership

  • Partner with executive leadership to support organizational initiatives.
  • Participate in organizational planning, workforce development, and change management.
  • Promote a culture focused on employee engagement, retention, and continuous improvement.

Other

Requirements

 

Qualifications and Experience:

  • To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are reflective of the knowledge, skill, and/or ability required.
  • Bachelor's degree in Human Resources, Business Administration, or a related field preferred.
  • Minimum of 5 years of progressive Human Resources experience.
  • Minimum of 2 years of leadership or management experience preferred.
  • Healthcare experience preferred.
  • Strong knowledge of California employment laws and HR best practices.
  • Experience conducting workplace investigations and managing employee relations.
  • Experience with HRIS and payroll systems.
  • Professional HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR) preferred.

  • Sit for long periods at a time.
  • Use hands and fingers in repetitive motions, daily.
  • Ability to lift, push, pull up to 20 lbs. periodically.
  • Travel to clinic locations or sites as needed.

Compensation

  • $75,000-$90,000 per year + benefits
