The Oklahoma Department of Emergency Management is a dynamic state agency dedicated to preparing for, responding to, recovering from, and mitigating emergencies and disasters across the State of Oklahoma. Within the agency, the Oklahoma 911 Management Authority supports the coordination, development, and continuous improvement of emergency 911 services across the state. We are seeking a Geographic Information Systems (GIS) Projects Coordinator to serve within the Oklahoma 911 Management Authority. This position is located in Oklahoma City, Oklahoma.

The annual salary for this position is up to $70,000.00, based on education, experience, qualifications, and applicable state compensation requirements.

This position is a regular, full-time position governed by the Oklahoma Civil Service system and subject to the Civil Service and Human Capital Modernization Act. Employment is covered by applicable Civil Service Rules, policies, and procedures and is subject to a required 12-month trial period, during which performance, conduct, and overall suitability for continued employment will be evaluated.

Position Summary

Under the direction of the State 911 Coordinator, the 911 GIS Projects Coordinator performs advanced professional Geographic Information Systems work supporting statewide 911 services and Next Generation 911 systems. This position coordinates statewide 911 GIS initiatives, monitors Public Safety Answering Point compliance with geospatial data-submission requirements, maintains the integrity of the statewide 911 GIS repository, and supports the use of authoritative geospatial data for emergency-call routing.

The position independently coordinates complex GIS projects involving Public Safety Answering Points, local and tribal jurisdictions, state agencies, vendors, contractors, and Next Generation Core Services providers. Responsibilities include GIS data validation and quality assurance, repository and application administration, boundary and addressing coordination, technical support, training, compliance reporting, spatial analysis, and development of GIS dashboards and decision-support products.

The 911 GIS Projects Coordinator serves as the statewide technical liaison for GIS matters affecting emergency communications. The position interprets and applies state requirements, National Emergency Number Association standards, GIS data models, addressing principles, boundary requirements, and data-quality practices. Work is performed with substantial technical independence while significant risks, compliance concerns, and policy matters are communicated to the State 911 Coordinator.

Core Work Responsibilities

Statewide 911 GIS Program and Project Coordination

Coordinate statewide GIS projects, governance activities, and stakeholder relationships supporting Public Safety Answering Points and Next Generation 911 operations.

  • Serve as the primary staff resource and statewide liaison for 911 GIS projects, systems, standards, and technical issues.
  • Plan, coordinate, and monitor statewide GIS projects, including schedules, milestones, deliverables, risks, implementation activities, and required documentation.
  • Coordinate with Public Safety Answering Points, governmental jurisdictions, state agencies, vendors, contractors, service providers, and other stakeholders.
  • Provide technical recommendations to the State 911 Coordinator regarding GIS priorities, standards, system improvements, compliance concerns, and resource needs.
  • Represent the 911 Management Authority at GIS Committee meetings, technical workgroups, public hearings, conferences, and other stakeholder forums.
  • Prepare maps, reports, presentations, technical summaries, and recommendations for management, committee, and board consideration.
  • Coordinate implementation of approved policies, technical standards, committee recommendations, board actions, and statewide GIS initiatives.
  • Maintain awareness of emerging public-safety GIS technologies, National Emergency Number Association standards, and Next Generation 911 practices.

PSAP GIS Compliance, Technical Assistance and Training

Monitor Public Safety Answering Point compliance with statewide GIS requirements and provide technical assistance and training to improve submission performance and data quality.

  • Monitor quarterly GIS submissions and verify compliance with established deadlines, schemas, data models, quality standards, and state requirements.
  • Review submitted datasets and documentation for completeness, consistency, and technical validity.
  • Maintain compliance records and communicate missing submissions, technical deficiencies, and required corrective actions to responsible jurisdictions.
  • Track unresolved deficiencies through correction or referral for further action.
  • Prepare compliance reports and recommendations, including technical documentation supporting potential escrow or other authorized actions.
  • Provide technical assistance to jurisdictions preparing, validating, correcting, or submitting GIS data.
  • Develop and deliver regional training, workshops, guidance, templates, and job aids based on identified needs and recurring deficiencies.
  • Maintain appropriate separation between technical findings and enforcement, funding, escrow, or regulatory decisions reserved for the State 911 Coordinator or governing board.

NG9-1-1 GIS Data, Repository and Application Management

Maintain the integrity, reliability, security, and usability of statewide geospatial data, repositories, applications, and technical resources supporting Next Generation 911.

  • Administer the lifecycle of statewide 911 GIS data, including intake, validation, correction, publication, version control, retention, and archival.
  • Perform quality assurance and quality control to ensure data complies with National Emergency Number Association standards, state requirements, approved schemas, and operational needs.
  • Maintain authoritative road centerlines, address points, emergency-service boundaries, Public Safety Answering Point boundaries, provisioning boundaries, and related datasets.
  • Coordinate data corrections and updates with submitting jurisdictions, vendors, contractors, service providers, and other responsible parties.
  • Maintain and enhance the Oklahoma GIS Toolkit, statewide repository, web maps, dashboards, validation tools, forms, and related GIS applications.
  • Develop technical requirements, testing criteria, and acceptance standards for approved system changes and coordinate implementation with internal or external providers.
  • Monitor application and repository performance, system access, storage capacity, data-processing workflows, and service availability.
  • Coordinate security, backup, redundancy, restoration testing, and disaster-recovery provisions for critical GIS systems and data.

Boundary, Addressing and NG9-1-1 Routing Coordination

Coordinate jurisdictional boundaries, addressing information, location-validation data, and geospatial call-routing issues affecting statewide 911 service delivery.

  • Review and coordinate updates to Public Safety Answering Point, emergency-service, provisioning, municipal, county, tribal, and related jurisdictional boundaries.
  • Identify and analyze boundary gaps, overlaps, misalignments, disputed areas, addressing discrepancies, and potential service conflicts.
  • Coordinate technical resolution among affected jurisdictions, emergency-service providers, vendors, and other stakeholders.
  • Prepare maps, exhibits, technical analyses, and supporting documentation for public hearings, committee review, board consideration, or jurisdictional approval.
  • Maintain authoritative current and historical records of approved boundary changes and ensure changes are incorporated into statewide systems.
  • Collaborate with the Next Generation Core Services provider to support the transfer, validation, synchronization, testing, and operational use of state GIS data.
  • Investigate GIS-related call-routing concerns, location discrepancies, address mismatches, Geo-MSAG issues, exception records, and integration errors.
  • Escalate unresolved jurisdictional, policy, regulatory, or public-safety concerns to the State 911 Coordinator.

GIS Technical Support, Ticketing and Vendor Coordination

Manage statewide GIS support requests and coordinate resolution of data, system, application, and vendor-related issues.

  • Administer the statewide GIS ticketing and technical-support process.
  • Classify, prioritize, assign, investigate, track, and document GIS support requests based on severity and operational impact.
  • Provide direct technical assistance and coordinate specialized support from vendors, contractors, technology providers, and other subject-matter experts.
  • Monitor open, recurring, overdue, and high-risk issues and communicate status information to affected stakeholders.
  • Verify corrective action and maintain complete records of technical findings, actions, system changes, and final resolution.
  • Develop and maintain troubleshooting guidance, knowledge resources, standard responses, and technical-support materials.
  • Analyze ticket trends to identify training needs, recurring data concerns, system weaknesses, vendor issues, and opportunities for improvement or automation.
  • Provide technical requirements, deliverable reviews, and performance information supporting procurement, contracts, vendor oversight, and system changes.

GIS Analysis, Dashboards and Program Reporting

Develop geospatial analyses, dashboards, reports, maps, estimates, and visual products supporting compliance, program oversight, jurisdictional administration, and decision-making.

  • Develop and maintain dashboards monitoring GIS submissions, compliance, data quality, ticket performance, boundary issues, project milestones, repository status, and other program measures.
  • Prepare reports, maps, visualizations, technical analyses, and recommendations for the State 911 Coordinator, GIS Committee, governing board, and other stakeholders.
  • Conduct spatial and data analysis supporting compliance actions, public hearings, funding decisions, jurisdictional updates, system changes, and statewide initiatives.
  • Prepare annual population and land-area estimates using authoritative demographic, geographic, boundary, census, and governmental sources.
  • Maintain repeatable methodologies and documentation for data sources, calculations, assumptions, update schedules, and reporting logic.
  • Review annexations, service-area changes, population changes, and other jurisdictional developments affecting statewide GIS records.
  • Create technical exhibits and geospatial products for internal and external use.
  • Present technical findings clearly to technical and nontechnical audiences while protecting restricted or sensitive information.

Program Standards, Continuity and Continuous Improvement

Maintain statewide GIS standards, operating documentation, continuity capabilities, performance measures, and improvement processes.

  • Develop and maintain GIS policies, procedures, standards, workflows, validation rules, technical guidance, templates, and service expectations.
  • Establish and monitor performance measures for statewide 911 GIS functions.
  • Review workflows and recommend improvements addressing delays, duplication, manual effort, inconsistent practices, data risks, and control weaknesses.
  • Implement approved improvements involving automation, validation, applications, reporting, documentation, and stakeholder services.
  • Maintain continuity, backup, redundancy, restoration, retention, and recovery procedures for critical GIS systems, applications, and data.
  • Participate in continuity exercises, system testing, restoration testing, incident reviews, after-action reviews, and corrective-action planning.
  • Maintain GIS discussion forums, collaboration resources, user groups, and statewide information-sharing channels.
  • Evaluate changes in National Emergency Number Association standards, geospatial technology, cybersecurity requirements, and public-safety practices and coordinate necessary program updates.

Education and Experience

Education and Experience requirements at this level consist of a bachelor’s degree in geographic information systems, geography, geology, cartography, archaeology, anthropology, natural resources, computer science, engineering, environmental science, or a closely related field and two years of professional-level experience in GIS work; or a master’s degree in one of the listed areas and one year of professional-level experience in GIS work; or an equivalent combination of education and experience, substituting one year of technical experience in GIS systems work for each year of the required education.

Requirements and Work Conditions

Travel: Occasional in-state and out-of-state travel is required for regional training, Public Safety Answering Point meetings, stakeholder coordination, public hearings, committee activities, conferences, system testing, and other job-related responsibilities. Travel is estimated at approximately 10 percent and may include overnight travel.

OEM follows a monthly payroll schedule in accordance with the State of Oklahoma payroll system.  Employees of OEM are paid once per month.
