Working closely with project operations, Estimating, Accounting, warehouse and fabrication teams, and suppliers, the Purchasing Manager helps ensure materials are procured competitively, accurately, and in support of project budgets, specifications, and schedules.

Principal Duties and Responsibilities

·       Lead competitive bidding and supplier quotation processes, evaluating pricing, quality, availability, lead times, delivery performance, and overall value.

·       Negotiate supplier pricing, purchasing agreements, delivery terms, freight arrangements, and payment conditions within established authority.

·       Develop preferred supplier relationships and identify opportunities to consolidate purchasing volume and improve pricing.

·       Monitor supplier performance and resolve issues involving pricing, shortages, defective materials, delivery delays, substitutions, and contractual requirements.

·       Oversee the creation, approval, issuance, tracking, and documentation of purchase orders.

·       Monitor material availability and scheduled deliveries, coordinate expediting, and communicate potential project impacts.

·       Support phased procurement and just-in-time delivery strategies when appropriate for project execution.

·       Oversee purchasing activity and recordkeeping in COINS ERP and support improvements to procurement technology and workflows.

·       Coordinate with Accounting and project operations on receiving documentation, goods receipts, invoice discrepancies, supplier credits, and purchase order closeout.

·       Monitor purchasing expenditures, outstanding commitments, and supplier exposure against project budgets.

·       Identify cost-saving and process-improvement opportunities through sourcing, negotiation, volume purchasing, and data analysis.

·       Provide purchasing reports, spend analysis, forecasts, and supplier performance information to management.

·       Supervise, train, and develop purchasing staff and assign work based on project priorities, expertise, and workload.

·       Maintain collaborative, service-oriented relationships with project teams, suppliers, and other internal and external partners.

Required Qualifications

·       Minimum 7-10 years of experience in purchasing, procurement, supply chain management, or construction operations.

·       Demonstrated experience managing purchasing activities across multiple projects and negotiating supplier agreements.

·       Experience developing or implementing purchasing procedures, workflows, and internal controls.

·       Working knowledge of construction materials, commodities, equipment, distribution channels, project budgets, cost codes, and construction schedules.

·       Proficiency with ERP or procurement management software and Microsoft Office, including strong Excel skills.

·       Ability to evaluate supplier proposals, commercial terms, purchasing data, and financial commitments.

·       Strong leadership, communication, organizational, analytical, and problem-solving skills.

·       Ability to balance cost, quality, material availability, and schedule requirements in a fast-paced construction environment.

Preferred Qualifications

·       Bachelor's degree in Construction Management, Supply Chain Management, Business Administration, Finance, or a related field; equivalent relevant experience may be considered.

·       Minimum 3-5 years of leadership, supervisory, or purchasing management experience.
