Job Title

Manager, Regulatory Change

Job Description

At Rabobank, we’re proud to be the world’s leading specialist in food and agribusiness banking. Our success lies in our people, who are committed to adding long-term value for clients.

We’re growing a better New Zealand, together. Want to join us?

About the role | Mō te tūranga

Regulation is changing rapidly. How an organisation anticipates, interprets and responds to that change matters.

We’re looking for an experienced compliance, risk or regulatory professional to join our Compliance team as Manager, Regulatory Change.

This is an influential role with genuine scope to make an impact. You’ll take ownership of our regulatory change management framework, helping the business navigate an increasingly complex regulatory environment and ensuring new and changing obligations are identified, and maintaining effective oversight of the business response.

Working with a high degree of autonomy and professional judgement, you’ll partner with leaders and teams across the bank, provide constructive challenge and expert guidance, and help the business understand the implications of complex regulatory requirements.

What you’ll do

In this role, you’ll:

  • Lead the regulatory change and adherence process, ensuring regulatory developments are identified and assessed, and maintaining visibility of business-led implementation through progress tracking, challenge, reporting and escalation.
  • Continuously strengthen our Regulatory Change and Adherence Management Framework.
  • Provide expert guidance and constructive challenge to obligation owners and implementation leads, supporting high-quality and timely delivery.
  • Maintain oversight of obligation registers, including prudential obligations, and coordinate six-monthly and annual attestation processes.
  • Partner with Legal and Regulatory Affairs to monitor emerging regulatory developments and support an effective organisational response.
  • Develop and maintain policies, standards, procedures and processes that support regulatory compliance.
  • Prepare clear, insightful regulatory change reporting for senior management, governance committees and the Board.
  • Support targeted training and capability-building initiatives across the organisation.
  • Represent New Zealand Compliance in regional and global regulatory change projects.
  • Build strong relationships across Rabobank New Zealand, Regional Compliance, Group Compliance and external service providers.

About you | Ō pūkenga

You’ll be comfortable operating in a complex environment where judgement, influence and the ability to translate regulatory requirements into practical outcomes are essential.

Ideally, you’ll bring:

  • At least 3 years’ experience in compliance, audit, risk management or a related discipline.
  • A tertiary qualification in Commerce, Economics, Business, Law, or a relevant industry qualification, or strong equivalent banking and finance experience.
  • A sound understanding of the New Zealand regulatory environment and emerging requirements affecting financial services.
  • Knowledge across areas such as privacy, AML/CTF, sanctions, anti-corruption, conduct, advice, conflicts of interest and prudential requirements.
  • Strong analytical and problem-solving capability.
  • Excellent written, verbal and presentation skills, with an ability to make complex matters clear.
  • Confidence influencing stakeholders, constructively challenging decisions and building agreement.
  • Strong judgement, accountability and the ability to work autonomously.

Experience with governance frameworks or Agile methodologies would be an advantage.

Why this role?

This is an opportunity to take on a highly visible compliance role where your work will reach across the organisation.

You’ll have the autonomy to own a critical regulatory process, the opportunity to work with senior stakeholders and the Board, and connections into regional and global Compliance teams. Most importantly, you’ll help ensure regulatory change is translated into meaningful, sustainable action across Rabobank New Zealand.
