Village Engineer

Description

The Village of Mundelein is seeking a highly motivated individual to fill the role of the Village Engineer position. Under the general direction of the Director and Assistant Director of Public Works & Engineering, the ideal candidate will plan, direct, and manage the Village's engineering functions, including transportation infrastructure, utilities, capital improvement projects, development review, and construction management. The position provides technical leadership for engineering staff, consultants, and contractors while ensuring compliance with Village standards, state and federal regulations, and sound engineering practices.

The Village Engineer exercises independent professional judgment in the planning, design, construction, and maintenance of public infrastructure. The position also serves as the Village's primary engineering representative with residents, developers, consultants, regulatory agencies, and elected officials.

ESSENTIAL JOB DUTIES

• Serves as the Village's designated Professional Engineer by providing professional engineering expertise and signing and sealing engineering documents as required by Illinois law. 
• Work in collaboration with Public Works staff in planning, organizing, and supervising technical engineering work in the evaluation and design of public works improvements including the construction or maintenance of streets, water distribution system, sanitary and storm sewer systems, sidewalks, and drainage structures; supervises the preparation of long-range capital improvement plans.  
• Reviews and approves engineering plans, specifications, plats, and development proposals; advises developers, consultants, contractors, and property owners on Village engineering standards; negotiates engineering components of development agreements; and provides technical recommendations to the Village Board, Plan Commission, and other advisory bodies. 
• Develops, manages, and administers the Village's Capital Improvement Program (CIP), including project planning, budgeting, consultant coordination, bidding, construction administration, and project closeout. 
• Oversee public improvement projects to ensure compliance with approved plans, specifications, permits, applicable building codes, and federal, state, and local regulations; reviews contractor submittals, RFIs, change orders, and progress payments; and maintains project documentation. 
• Coordinates with Village departments, consultants, contractors, utility companies, and local, regional, state, and federal agencies to facilitate engineering projects, permitting, regulatory compliance, and intergovernmental initiatives. 
• Administers grant-funded and Motor Fuel Tax (MFT) projects by preparing grant applications, reimbursement requests, budgets, intergovernmental agreements, permits, required documentation, and funding agency reports. 
• Oversee engineering records, GIS infrastructure data, easement acquisition, plats, legal descriptions, and asset management activities to support long-term planning and capital investment. 
• Conducts engineering studies, field investigations, and infrastructure inspections; responds to resident inquiries and service requests; and recommends practical engineering solutions to infrastructure and development-related issues. 
• Supervises, mentors, assigns work to, and evaluates engineering staff, consultants, interns, and contractors while fostering professional development and ensuring high-quality customer service.
• Performs administrative and professional engineering duties, manage consultant contracts and engineering service agreements, completes special projects as assigned, and regular and reliable attendance.

Requirements

EDUCATION AND EXPERIENCE

• Bachelor’s degree in civil engineering or a field related to work.
• 3-7 years of civil engineering experience.
• Any equivalent combination of education, training, or experience which would provide the required knowledge, skills and abilities to perform the essential functions of the position.
• Registration as a Professional Engineer in the State of Illinois.
• State of Illinois Class “D” Driver's License.
• Certified Floodplain Manager Certification (CFM) preferred.
• Experience with construction management tasks such as MFT documentation, coordination with internal and external project stakeholders, negotiating change orders, conducting weekly construction coordination meetings, replying to requests for information (RFIs) and processing progress payments for contractors.

WORK ENVIRONMENT

• Must be able to work independently in a variety of environmental situations including inside buildings, outside buildings and confined spaces.
• Up to 75% of the work is done in the office setting. 
• While performing the duties of this position the employee will be required to work in outside weather conditions and exposed to wet or humid conditions, extreme hot or cold and airborne particles.
• The noise level in the work environment is usually quiet in the office, and moderate in the field.

PHYSICAL DEMANDS

• While performing the duties of this position the employee is frequently required to walk, hear and see, use hands and fingers, handle, feel or operate objects, tools or controls, and reach with hands and arms.
• Specific vision abilities by this position include close vision distance vision, peripheral vision, depth perception, and the ability to focus.
• Must be able to stand and walk for long periods and distances.
• Must be able to lift a minimum of 35 pounds.

SALARY AND BENEFITS

The expected starting salary for this position is $126,000 annually. 

The salary range for this role is $126,000 to $152,430 annually. Employees may be eligible for annual step increases on their hire-date anniversary, in accordance with the Village's compensation plan. Cost-of-living adjustments (COLAs), if approved by the Village Board, may also be provided at the start of the fiscal year. 

The Village of Mundelein offers a comprehensive benefits package including participation in the IMRF pension program; medical, dental, vision, and group term life and AD&D insurance; and paid sick time, vacation, and holiday pay. The Village pays up to 85% of the monthly medical insurance premium and 100% of the monthly premiums for dental, vision, and group term life and AD&D insurance. The Village also offers additional benefits, including but not limited to, medical and dependent care flexible spending accounts (FSAs), a 457(b) deferred compensation plan, and tuition reimbursement.
