OVERVIEW
S&B is currently searching for a Project Controls Manager is responsible for leading the planning, scheduling, auditing, cost control, risk (contingency/escalation) management, and reporting functions across EPC (Engineering, Procurement, and Construction)/Alliance projects. This role ensures that projects are delivered on time, within budget, and in alignment with contractual and organizational requirements. The manager provides leadership to the project controls team and works closely with project managers, engineering, procurement, subcontracts and construction teams.

SUPERVISORY RESPONSIBILITIES
Plans, schedules, coordinates and oversees the work of all Project Controls personnel.
EDUCATION
Normally requires a four-year technical degree.
QUALIFICATIONS AND EXPERIENCE:
- Bachelor’s degree in Engineering, Construction Management, Project Management, Finance, or related field, or equivalent years of experience.
- Minimum 12 years of progressive experience in project controls within EPC/Alliance or large-scale industrial projects.
- Strong expertise in cost engineering, scheduling (Primavera P6), earned value management, and risk analysis.
- Proficiency with project controls software (EcoSys, Prism, SAP, Primavera, MS Project, Omega 365).
- Deep understanding of EPC/Alliance contracts (lump sum, cost reimbursable, unit rate) and financial controls.
- Strong leadership skills with experience managing and developing project controls teams.
- Excellent communication, negotiation, and stakeholder management skills.
- Ability to work in a fast-paced, multi-disciplinary project environment.
TYPICAL DUTIES AND RESPONSIBILITIES:
- Lead the development and implementation of project controls strategies, procedures, and tools for EPC/Alliance projects.
- Oversee planning, scheduling, cost management, risk analysis, and change management activities.
- Establish and maintain the Work Breakdown Structure (WBS), Cost Breakdown Structure (CBS), and project coding structures.
- Ensure accurate cost forecasting, trend analysis, and earned value reporting.
- Develop and maintain integrated project schedules, resource loading, and progress tracking.
- Manage monthly reporting cycles and produce executive-level project performance dashboards.
- Facilitate change management processes, evaluating cost and schedule impacts of scope changes and variations.
- Work with project managers to identify risks and opportunities, ensuring proactive mitigation strategies.
- Coordinate with contracts, procurement, and finance to ensure alignment of cost and schedule reporting.
- Provide leadership and mentoring to project controls staff (cost engineers, schedulers, auditors, planners and risk analysts).
- Contribute to continuous improvement of project controls standards, tools, and best practices across the organization.
- Represent project controls in client and executive meetings, ensuring transparency and credibility of project performance data.
LANGUAGE SKILLS:
Ability to read and write in the English language.
MATHEMATICAL SKILLS:
Basic mathematical skills required.
PHYSICAL DEMANDS:
- We are seeking reliable and hardworking individuals to join our project control’s team at job site locations across the Southern United States. This role requires flexibility and a strong commitment to travel, as candidates must be willing to accept field assignments based on project needs and demand.
- This requires the ability to stand, walk, reach, climb and balance. It also requires clear, close and distance vision, depth perception and the ability to focus.
WORK ENVIRONMENT:
- Field assignment will require exposure to outdoor weather conditions, loud noise, working near moving mechanical parts, vibration, fumes, toxic or caustic chemicals and airborne particles.
- Successful candidates will demonstrate a solid work ethic, adaptability, and the ability to perform effectively in dynamic field environments.
