Responsible for researching and providing viable technical and economical design options for extensions and modifications to the electric utility distribution, transmission, and substation systems, and for reviewing and developing written plans and studies, providing structural and electrical calculations, AutoCAD drawings, and documentation that meet the needs and requirements of Denton Municipal Electric (DME) and customers.ESSENTIAL FUNCTIONS

DUTIES
  • Research technically and economically viable options used to prepare designs for distribution, transmission, and substation systems overhead and underground electric utility-line extensions and modifications to the electrical system, as appropriate.
  • Oversee projects from initiation to completion; interpret and implement the National Electrical Safety Code and other Federal, State, and/or Local and regulatory codes.
  • Create detailed plans, construction drawings, topographic profiles, work order layouts, maps, and related drawings used in the planning, design, and construction of electric facilities.
  • Utilize AutoCAD to create and modify prepare detailed drawings, including but not limited to, support project designs, studies, and maintain electrical infrastructure records; assist with developing functional applications for AutoCAD and other utility design and Geographic Information System (GIS) software interfaces. 
  • Prepare working plans, specifications, and detailed drawings from various sources of information including, but not limited to, rough sketches, engineering notes, verbal descriptions, surveys, previous project documents, collected field data and customer plans. 
  • Ensure project designs and drawings include associated records, accounting methods, cost estimates, staking sheets, data, methodologies, and technical calculations.
  • Assist with developing and maintaining the distribution, transmission, and substation system load and fault analysis model including, but not limited to maintaining records on system performance, system protective devices, and distribution circuit protective device coordination; identify issues and needs and provide action plan recommendations.
  • Work with and assist internal stakeholders to complete necessary fieldwork; assist with production of project documents, standards, specifications, and other items as required.
  • Perform surveying functions, including but not limited to, staking line, locating easements, rights-of-way, gather data for preparing site profiles, profile transmission and distribution line routes, exhibit and permit submissions, and complete surveying calculations; delineate property boundaries according to legal descriptions taking into consideration the means and date of acquisitions, possible land use restrictions, deeds, and/or other pertinent property records.
  • Collaborate with internal and external warehouse stakeholders; perform inventory activities including, but not limited to, monitor warehouse stock levels and upcoming project material demands to ensure adequate stock availability, assemble material packages for electric distribution projects in advance of construction, place special orders based on vendor lead times and availability, monitor delivery, and proactively update supervisor of material and project status.  
  • Utilize applicable software applications to prepare and maintain project documentation; ensure operational maps and records are maintained and develop new maps and records, as needed.
  • Assist with annual budget preparation and assist with monitoring and tracking spending, in accordance with the department's budget and objectives; prepare project close-out accounting and research deviations or discrepancies.
  • Assist with training engineering technicians and other electric division personnel, as needed. 
  • Investigate internal and external stakeholder concerns; perform research for issues coordinates and facilitates necessary actions to resolve concern as appropriate; when necessary, communicate directly for identification of service needs and address concern with appropriate written, verbal, or in-person follow-up.

  • Bachelor’s Degree from an accredited college or university in Engineering, Engineering Technology, Physics, Mathematics, or related field; and,
  • Five (5) years’ experience in electric utility design, construction, or related field, 
OR
  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
 
REQUIRED SKILLS/ABILITIES

  • Knowledge of applicable Federal, State, and Local Government laws, ordinances, and regulations.
  • Knowledge of surveying principles, property rights, standard concepts, practices, and procedures in electric distribution design.
  • Knowledge of preparing and working with easement and permits. 
  • Skill in field surveying, research, design, and equipment resources and adhere to guidelines and engineering specifications.  
  • Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions that maintain compliance.
  • Skill in problem solving; identifying problems and reviewing related information to develop and evaluate options and implement solutions. 
  • Skill at the intermediate level, working with applicable Microsoft Office 365 products, and other software systems to complete work. 
  • Skill in providing exceptional service to internal and external customers. 
  • Skill in performing mathematical calculations with accuracy. 
  • Ability to communicate effectively, both in oral and written forms, for the needs of the audience.
  • Ability to establish and maintain effective interpersonal relationships.

  • Ability to work independently and/or with team environment while handling multiple tasks and changing priorities with attention to detail.

  • Ability to read, interpret, and construct construction drawings, topographic profiles, work order layouts, maps, and related drawings.
  • Ability to interpret and implement national electrical codes in utility project designs. 
  • Ability to prepare clear and concise reports and document all adjustments necessary and approved to complete the project.
CONDITIONS OF EMPLOYMENT
  • Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)
  • Must pass a drug test, driver’s license check, criminal history background check, employment history verification, and social security number verification.

  • Ensure equipment is in safe operating condition; perform preventive maintenance on tools and equipment, as appropriate and/or notify leadership immediately of needed repairs. 
  • Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
  • Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to leadership.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS 
  • Safety Sensitive (Subject to random drug testing): Yes.
  • Tools/Equipment Used: Standard office equipment, including computer and peripherals; work with surveying and measuring equipment, shovel, and sledgehammer; wear appropriate personal protective equipment (PPE). 
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Lifting no more than 20 pounds and carrying up to 10 pounds. 
  • Environment: Work in an office setting and outside with exposure to sun, heat, cold and increment weather, noise, no/low light, insects, poison oak/ivy, debris, odor, and rough terrain; occasionally requires irregular and/or prolonged hours.
  • Travel: Travel to City of Denton buildings and professional meetings as required.
  • Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours, as needed.
