Position Summary
The Community Services Department is accepting applications for Supervisor, Roads.
Reporting to the Manager, Operations, this position is responsible for administering a comprehensive daily works program, supervising union, non-union staff and Town contractors, materials and equipment resources necessary to ensure the appropriate maintenance activities associated with roadways, parks and open spaces located in the community.
Major Job Responsibilities
Operational Management
Oversees daily operations and maintenance activities, ensuring compliance with applicable legislation, regulations, policies, and standards
Develops, prioritizes, and coordinates daily work plans in response to seasonal weather, and operational requirements
Coordinates and communicates with operational divisions and customer service teams to support effective service delivery and operational efficiency
Ensures the safe and efficient delivery of maintenance programs and operation of equipment, including directing emergency response activities to protect staff, the public, and municipal assets
Implements and administers quality assurance programs, monitoring performance and corrective actions to support continuous improvement
Conducts inspections and coordinates corrective and preventative maintenance activities to address identified deficiencies and mitigate future issue
Analyzes industry trends, service requests, and customer feedback to identify opportunities for continuous improvement and enhanced Road Maintenance & Operations services
People Leadership
Completes staff evaluations as required
Provides daily direction and support to staff, as needed
Conducts regular staff meetings to ensure policies and procedures are communicated; quality standards are maintained and to solicit feedback from staff
Manages and administers staff time and attendance processes
Leads the recruitment process for the hiring of staff
Ensures compliance with the Occupational Health and Safety Act (OHSA), corporate policies, and standard operating procedures, and provides supervisory leadership to promote and monitor safe work practices within the Division
Leads cross-functional project teams and collaborates with internal departments to plan, coordinate, and implement Roads Maintenance & Operations projects and initiatives
Administer and manage contract programs and activities to ensure Town standards are achieved
Budgeting and Financial Accountability
Provides input for annual operating and capital budget development for assigned portfolio, monitors, controls and reports on the operating budget to ensure fiscal responsibility and that budget targets and service objectives are being effectively met
Maintains and administers purchasing and inventory control systems to ensure that adequate supplies and equipment are available for daily operations
Analyzes maintenance requirements to determine scope of work based on available resources and service impacts
Manages service contracts with external vendors based on financial resources and schedule coordination
Education & Experience
Minimum Qualifications
Post-secondary training in construction and maintenance activities and/or equivalent related education
Three (3) years progressive experience in municipal public works and/or road operations, including Winter Maintenance with minimum 1-year supervisory experience within a unionized environment
Experience and working knowledge of Minimum Maintenance Standards (MMS) and winter road, sidewalk, recreational trail/pathway maintenance
A valid Ontario Driver’s License Class “G” with a satisfactory driving record
Labour relations knowledge
Proficient in Windows based software including Word, Excel and Outlook
In depth knowledge of the operation of heavy equipment
Preferred Qualifications
Post-secondary degree in Civil Engineering Technology, Infrastructure Construction and Maintenance and /or related field or equivalent
Training through Ontario Good Roads Association & Association of Ontario Road Supervisors
Progressive experience in municipal roads operations (5–7 years), with a minimum of three (3) years supervising staff in a unionized environment
Experience with capital and operating budgets
Experience with applicable municipal, provincial & federal legislation
Experience with Occupational Health and Safety Act
Certified Roads Supervisor
C.E.T Certification
Experienced with union practices
Development and implementation of Contracts and Tenders
Working knowledge of collective agreements
Proficency in GIS, AVL, AMANDA, CMiC, FMW & work order software
Working Knowledge of Minimum Maintenance standards and Highway Traffic Act
