PURPOSE OF ROLE

The Finance function is responsible for all aspects of Insight's financial management including the acquisition and utilisation of all funds necessary for the organisation to operate efficiently, and the controlling and planning of financial resources.
Our Regional Payroll Manager (EMEA) is responsible for the administration and oversight of payroll operations across the EMEA region, spanning multiple countries (15+), currencies, legal entities, and approximately 3,000 teammates, as part of and in alignment with our Global Payroll Operation. Responsible for end-to-end payroll compliance, accuracy, and service delivery in a multi-country environment, working through a mix of in-country and managed payroll. Responsible for harmonising disparate payroll operations following corporate acquisitions. The Manager interfaces daily with all levels of management and teammates across the region as well as with other teammates in the Global Payroll Operation and ensures the payroll teams’ service levels are met.
KEY DUTIES & RESPONSIBILITIES
- Global alignment: Ensure alignment of the EMEA payroll operation with Global Payroll Operation standards, policies, practices.
- Multi-country delivery: Ensure accuracy, efficiency, and compliance across multiple EMEA countries, currencies, pay frequencies, and corporate company codes, delivered through in-country and managed payroll providers.
- Vendor & ICP Governance: Manage, audit, and oversee all regional payroll vendors, managed service partners, and external tax advisors. Strictly govern SLAs, establish key performance metrics, and lead rigorous monthly reconciliation and variance analyses.
- M&A Harmonisation: Lead the onboarding, system migration, and process standardisation of newly acquired entities, successfully transitioning legacy local payroll methods into our centralised regional delivery ecosystem.
- Statutory compliance and reporting: Maintain end-to-end payroll compliance with regional statutory and regulatory frameworks, including income tax (e.g. PAYE and local equivalents), social security and social security/insurance schemes, statutory pensions, and government-mandated benefits, together with associated filings, trackers, and deadlines.
- Pay transparency and pay equity: Partner with HR, Compensation and Legal teams to champion compliance surrounding the EU Pay Transparency Directive and related local legislation, overseeing gender pay gap analytics and statutory right-to-information reporting.
- Data protection: Ensure compliance with UK GDPR, the Data Protection Act 2018 and, where applicable, EU GDPR and local data-protection laws in the collection, handling, storage, and cross-border transfer of payroll and personal data.
- Financial Reporting & Accounting: Ensure the timely delivery of month-end reporting packages to corporate accounting, encompassing general ledger payroll journal entries, holiday accruals, cross-currency funding files, and localised variance trackers.
- Year-End & Statutory Filings: Direct and validate all critical periodic, quarterly, and year-end statutory filings (e.g., UK P60/P11D routines and local European/Middle Eastern equivalents).
- Internal Controls & SOX: Act as the primary owner for Sarbanes-Oxley (SOX) control compliance across all regional payroll processes, continually validating audit trails and segregation of duties.
- Audit Collaboration: Serve as the chief point of contact and subject matter expert for internal tax teams, internal audit boards, and external statutory corporate auditors across EMEA.
- Time & Attendance Management: Oversee and audit local timekeeping configurations and attendance tracking modules to guarantee downstream data accuracy and labour-time compliance.
- Process Automation & AI: Actively pioneer initiatives to minimise manual workflows by leveraging automation software and AI tools in strict alignment with Company AI policies.
- Strategic Compensation Operations: Direct complex regional pay elements, including cross-border shadow payrolls, expatriate arrangements, and equity-based compensation vehicles (RSU and ESPP tracking).
- Team Development: Provide effective leadership, cross-cultural mentorship, and technical development to the regional payroll team.
