Education and Experience: Bachelor’s Degree or higher in Business Administration, Public Administration, Finance, Accounting, Supply Chain Management, Logistics, Engineering, Construction Management, or a closely related field and four (4) years of progressively responsible experience managing fleet, capital assets, equipment, capital improvement projects, procurement activities, or related programs, including two (2) years of supervisory experience; or Associate’s Degree in Business Administration, Public Administration, Finance, Accounting, Supply Chain Management, Logistics, Engineering, Construction Management, or a closely related field, and six (6) years of progressively responsible experience managing fleet, capital assets, equipment, capital improvement projects, procurement activities, or related programs, including two (2) years of supervisory experience.
Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent from another state by the date of appointment.
Under general direction, plan, direct, and oversee the utility’s fleet and capital asset management program to ensure the strategic acquisition, deployment, tracking, maintenance, compliance, utilization, and lifecycle replacement of vehicles, equipment, and related assets in alignment with operational needs, financial resources, performance standards, and long-range capital investment objectives.
Plan and manage the lifecycle of the utility’s fleet, vehicles, maintenance and construction equipment, and related capital assets. Involves: evaluating asset condition, utilization, operational requirements, maintenance history, lifecycle costs, and replacement needs. Develop fleet and capital equipment plans and replacement strategies. Analyze total cost of ownership and available funding. Recommend acquisition, replacement, retention, reassignment, and disposal of assets to support operational needs and long-range capital planning. Manage fleet and capital asset information, records, and systems throughout the asset lifecycle. Maintain accurate information regarding asset condition, acquisition, assignment, utilization, deployment, maintenance, and disposition. Establish data validation and reconciliation practices. Resolve discrepancies and ensure asset information supports operational decision-making, financial accountability, reporting, and audit readiness.
Coordinate fleet and capital asset activities with internal and external stakeholders to support procurement, deployment, compliance, reporting, and operational needs. Involves: Coordinating with operational departments and Fleet Maintenance to establish requirements and specifications. Develop procurement documentation and coordinate solicitations with Purchasing, Legal, Finance, and other stakeholders. Monitor purchase orders, vendor schedules, deliveries, and contract activities. Ensure newly acquired assets are inspected, documented, entered into applicable systems, configured, assigned, and placed into service. Coordinate fleet and capital asset planning and activities with internal and external stakeholders. Collaborate with Finance, Budget, Purchasing, Legal, Risk Management, Safety, Information Technology, Fleet Maintenance, operational departments, vendors, and leadership to obtain approvals, resolve issues, and coordinate capital asset activities. Prepare and present capital planning recommendations, performance reports, dashboards, compliance findings, and other information to management, officials, boards, and other stakeholders. Participate in personnel actions, enforce safety requirements, and assume delegated supervisory or managerial responsibilities as assigned.
Administer compliance, internal controls, and performance management programs related to fleet, fuel, equipment, and capital assets. Involves: Monitoring transactions and activities for compliance with applicable policies, procedures, contractual requirements, regulatory standards, and internal controls. Review fuel activity and other asset-related transactions for exceptions. Coordinate corrective actions; develop and implement standard operating procedures and performance measures. Identify opportunities to improve asset utilization, reduce costs, strengthen controls, and minimize operational risk.
Supervise assigned staff. Involves: scheduling, assigning, instructing, guiding, and checking work. Appraise employee performance and review evaluations by subordinates. Provide for training and development; enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, or other employee status changes. Enforce safety rules and regulations.
