About Colorado Energy & Carbon Management Commission (ECMC):
The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorado's natural resources, including oil and gas, geothermal energy, and carbon capture and storage. The ECMC's mission is to do so in a way that protects the environment, public health, safety, and welfare.

The Engineering Unit ensures oil and gas development complies with professional engineering standards and the Energy and Carbon Management Commission’s (ECMC) rules and regulations.  This ensures groundwater protection during oil and gas well drilling and completions and environmental protection during production operations.  The Engineering Unit administers the delegated United States Environmental Protection Agencies Class II Underground Injection Control program for the responsible disposal of exploration and production waste.


The Flowline and Facility Integrity Team in the Engineering Unit oversees the integrity of on and off location flowlines (including mapping) and production equipment such as tanks to prevent spills and releases.  The Flowline and Facility Integrity Team collaborates often with other ECMC groups, such as the Environmental Unit, on inspecting instances of integrity failure and reviewing root cause of spills and releases and preventative measures the operator will undertake to prevent failure reoccurrence.  ECMC has established rigorous protective standards for installing, registering, monitoring, and operating on and off location flowlines and the Flowline and Facility Integrity Team is responsible for ensuring those standards are met. The Flowline and Facility Integrity Team provides regulatory oversight from inception to abandonment.

The purpose of this position is to oversee the Flowline and Facility Integrity Team to ensure that the protective mission of the agency is carried out.  As a Professional Engineer, this position is responsible for ensuring that the 1100-Series rules are administered in accordance with the direction from the state legislature and in accordance with executive branch priorities.      

The Supervisor is empowered to lead operator focused field- or area-wide investigations of flowlines and facility integrity; develop new guidance or policies when new procedures are necessary to implement ECMC Rules, Regulations, or Orders of the Commission; submit technical recommendations directly to the Engineering Manager or the Director for approval: and assist the Engineering Manager or the Director in gaining compliance with ECMC Rules and Regulations through enforcement.


Specific job duties include but are not limited to:
  • Provides guidance and support to both field inspectors and professional engineer and technician in matters involving compliance with ECMC rules and regulations and what constitutes best engineering practices.
  • Manages the Flowline and Facility Integrity program specifically with protections as it relates to flowline integrity and mapping, including engaging with other partners to remain abreast of new methods, new technologies, and evolving regulations.
  • Manages and ensures efficient work flow for the processing of forms as well as other internal agency requests.
  • Direct staff in performing special inspections or technical engineering functions; review recommendations and approvals made by staff; and provide guidance, support and direction to staff to help gain voluntary compliance from oil and gas operators.
  • Assess complaints to determine if a joint response with other work groups or units is appropriate, and determine whether the complaint has merit through field inspections, document review, and interviews.
  • Initiate formal enforcement procedures against operators who do not comply with ECMC rules and regulations.
  • Processes assigned WebForms or eForms, especially Form 4 Sundry Notices that pertain to the Flowline and Facility Integrity Team.

Minimum Qualifications:
Education/Licensure/Certification/Experience:
Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.
AND
Two (2) years of professional experience in an occupational field related to the work assigned to the position, one of which must have been as a licensed professional engineer.

Substitutions

Appropriate education in addition to that required for the professional engineer license will substitute for the required experience on a year-for-year basis

Preferred Qualifications:
  • Current or former State experience relevant to this position. 

  • Knowledge and/or experience with Colorado oil and gas industry, including current rules and regulations.

  • Knowledge and/or experience with ECMC rules, regulations, and regulatory processes.

  • Experience supervising and leading diverse teams. 

  • Professional experience managing complaints, to include conflict resolution.

  • Professional experience with flowlines/pipelines.

  • Strong written and verbal communication skills, to include public speaking. 

  • Experience managing multiple projects with differing deadlines in order to meet agency needs. 

  • Experience negotiating and/or enforcing rules and regulations.   

  • Experience using webforms. 

The current work arrangement for this position is as follows:

  • Hybrid: This position will work from a home office with occasional travel to the main Denver office and/or around the state for meetings and/or hearings as directed by the unit Manager. 

Conditions of Employment:
  • Colorado residency is required at the time of application.
  • This is a Remote/Hybrid position - Work is primarily performed from a home office, however the selected candidate must be willing and able to, at times, report to the office at 1120 Lincoln Street, Suite 801 - Denver, CO or other locations for meetings, training, and projects as directed by the unit Manager. 
  • Former employees of the state of Colorado must have concluded employment in good standing to be eligible for rehire.
  • You must be legally eligible to work in the United States to be appointed to this position. DNR does not sponsor non-residents of the United States.
  • Travel to out of town hearings of the ECMC, with the possibility of overnight stays will be required.
  • Must have and maintain valid licensure as a Professional Engineer in the State of Colorado. 
  • Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.
