This position plays a key role in strengthening public trust, elevating program impact, and ensuring PCEF’s work is consistently represented and aligned with City goals.
This position supervises one staff member and leads the design and administration of systems and processes for gathering and organizing information about PCEF investments and implementation milestones across PCEF’s portfolio of work. Working across PCEF and with grantees, contractors, and community partners, the position identifies and addresses information gaps, sets expectations for contributors, and oversees the development of accurate, timely, and relevant materials.

Working closely with PCEF’s Reporting, Oversight, Outcomes, & Technology Team and Program Implementation Team, this position will also help identify cross-program information needs and emerging risks, provide strategic guidance on complex issues, and coordinate appropriate responses. The position oversees the development of public reports, briefings, tracking systems, and other accountability tools that strengthen organizational awareness within PCEF and across the City, support informed decisions, and maintain clear documentation of program commitments and progress.
Using an equity-centered and community-informed approach, the position helps ensure PCEF's work is represented accurately and with appropriate community context.

- Establish priorities and standards that ensure information about PCEF’s investments, implementation, priorities, and outcomes is accurate, timely, and consistent.
- Oversee reports, briefings, tracking systems, and other tools that strengthen accountability, documentation, and informed decision-making.
- Identify opportunities to improve processes, information flow, transparency, and consistency across PCEF’s portfolio.
- Work in partnership with PCEF Data & Fund Performance Manager to identify how these systems, tools, standards, and processes align or build upon data strategy, tools, and products.
Program Information and Narrative Development
- Direct the development of briefings, reports, presentations, talking points, responses, and other materials that accurately represent PCEF’s progress, investments, and outcomes.
- Identify cross-program trends and key insights that demonstrate PCEF’s impact, equity-centered outcomes, and responsible stewardship of public funds.
- Maintain a balanced inventory of potential program examples and exercise judgment in prioritizing opportunities that reflect PCEF's communities, funding areas, project types, implementation stages, challenges, and lessons learned.
- Ensure public-facing information is accurate, appropriately contextualized, and aligned with PCEF priorities and commitments.
Cross-Program Information Analysis and Strategic Advising
- Help lead the analysis and synthesis of complex program, policy, financial, and technical information, coordinating with content leads and analysts in Reporting, Oversight, Outcomes, and Technology team
- Oversee development of program summaries, background materials, executive briefings, key facts, and recommendations.
- Advise leadership on program information gaps, emerging issues, stakeholder dynamics, and opportunities that may impact public understanding.
- Prepare PCEF subject-matter experts for public meetings, presentations, interviews, and other external-facing opportunities, coordinating with City communications staff when appropriate.

- Directly supervise one employee, including planning and assigning work, establishing expectations, reviewing work products, providing coaching and development, and completing performance evaluations.
- Coordinate with City communications staff, including clarifying roles and priorities, and negotiating workable timelines and resource expectations within the City's centralized model.
- Lead PCEF's internal response to communications requests by directing fact-finding, assigning program contributors, resolving conflicting information, and ensuring appropriate leadership and subject-matter review.
- Provide strategic program advice, verified facts, community context, and draft source materials while deferring communications strategy, editorial priorities, channels, timing, media relations, and final publication decisions to the central communications team.
